(AF Wirephoto) President Eisenhower's School Aid Plan Conflicts With Kelley Proposal WASHINGTON UP -President Eisenhower Thursday asked Con gress to provide V't billion dollars in school aidTwith matching state money based on the state's ability lo pay. His plan immediately came Into conflict with one which Rep. Kel ley (D-Pa) has introduced seeking $1,600,000,000 in federal school aid ever four years without state in come. The Administration view was expressed by Secretary of Health, Education and Welfare Marion Folsom. Folsom said the Kelley bill would not give the money to the states that need school aid the most. Kelley replied that the Eisen hower "variable grant" theory "would place the school business tinder further government con trol." Other controversial issues face (he lawmakers. Among them: 1. Should the federal aid money go only to states which do sot practice segregation in the public schools? Folsom called the issue an "extraneous" one, arguing that tht courts already have declared the practice unconstitutional. How ever, Rep. Powell. Negro Demo crat from New York, says the House will accept his plan to write in an antisegregation amendment. This might mean the whole bill would die in the Senate. Makes Comment Sen. Lehman, (D-NY) comment ed in this connection: "The Presi-j fjriu a - 111 v sm at e a -chmuciiui , devoid, of. reference to the question1 of segregation in the public schools although these schools are pro posed to be built with public moneys collected from all the tax payers." 2. Should the federal money be matched by the states or by local school districts? Eisenhower asked that the states match it. The Kelley bill says the states or the school districts c e u 1 d do the matching. There is no definite tag on the Eisenhower plan. While a total of 12,020,000,000 is listed for the five year plan, there are extras not figured in. An indeterminate additional amount would go into a revolving fund to help provide reserves for bonds issued by state school fi nancing agencies. The program would end after five years. Once the classroom shortage has been overcome. Eisenhower said, "the federal grant program cao and must terminate." Folsom estimated the Adminis tration program would add an ex tra (0.000 classrooms in five years. He said present plans would ac count for 410,000 extra classrooms and that the Eisenhower plan would boost this total to 4ft .000. Folsom said the federal aid pro gram couia oe iittea into our balanced budget" and that no new, taxes would be needed. Sen. H. Alexander Smith (R-NJV senior Republican on the Senate Education Committee, promptly introduced a bill to carry out the President's proposals. Early hearings were forecast by the committee chairman, Sen. Hill (D-Ala), who already has intro duced a two year, billion-dollar program. Dae ia House Meanwhile, the Kelley bill was due to be called up in the House later this month. Administration supporters said they would try to amend the measure to embody the President's proposals. In explaining at his news con ference why states are being asked to provide matching money, Fol som stressed that the idea behind the program is to get the states and local districts to expand their own programs "rather than use federal money as a substitute." It has been estimated that 00 more than 10 per cent of the money now being spent on school construction is supplied directly by the states. The Eisetmower plan provides a formula which would penalize those slates "which are noticeably lagging behind their ability to sup port their public schools." Folsom said there were eight or ten such states but declined to identify them at this time. These states would Ret less money than they normally would, under the formula.. Folsom called this an "incentive" feature in the Eisenhower pro gram. With receipt of the message, House GOP Leader Martin (Mass) and Rep. Halleck (Ind), assistant GOP leader, got out statements endorsing it. Both said it should be noted that there was no federal interference with local control of schools.
