WASHINGTON OP In a move
to avert harvest-time boxcar jbort
aecs in farming areas, the fnter
stale Commerce Commission
(ICC has proposed it be author
ized to assess penalties on operat
ors who fail to handle boxcars ex
peditiously. The proposal was disclosed
Wednesday in a statement by Sen.
Magnuson (D-Wash), chairman of
the Senate Commerce Committee.
He said the ICC has asked the
committee to sponsor legislation
that would permit such penalties.
Members oi CongressTromTarm
areas have complained in recent
years that not enough boxcars
were available when crops were
ready for shipment. The committee
held hearings on the question last
summer and more are planned
next year.
Under the ICC's proposal, it
would be permitted to assess such
charges as it felt were necessary
to relieve the situation. The charg
es would bt paid to the owners of
the boxcars by the carrier using
the car at the time.
Acting Chairman J. M. Johnson
told the committee, Magnuson
said, that railroads "which own
few or no cars are inclined to
ward a practice of hoarding for
eign line cars for prospective
loading."

NEW YORK OB - The stock
market took a slight turn down
in quiet trading Wednesday.
The fall was far from pronounced
and trading never reached pro
portions that would suggest pres
sure.
The Associated Press average of
CO stocks was off 40 cents at
$179.40. It was up 10 cents
Tuesday, The industrial component
of the average was off 00 cents,
and the rails were down 30 cents.
while the utilities remained un
changed.
Business wasn't very great at
1.990,000 shares. That compares
with 2.010,000 shares traded Tues
day. Both are well below the daily
average of trading so far this year.
