Dulles Affirms
Foreign Aid
Increase Plea
WASHINGTON 1 Secretary
of State Dulles said officially Tu
day Congress will be asked for
$4,900,000,000 in new forei"m ail
funds. He said it is needed to
maintain such spending, now in is
ninth year, "for considerable peri
ods of time."
At the same time, he took cri
tical note of Russia' offers of aco
nomte aid to Middle East coun
tries, saying they may be "Tro
jan horses" aimed at penetrating
and then seizing control of inde
pendent nations.
miiot ,nffi.
Dulles sought to
sional concern over the unexpected
size of the request by telling a
news conference that actual spend-
ing in the fiscal year beginning
next July would increase only 200
million oollars.
Spending and appropriating are
not the same thing. Often, appro-
priations are not used unafor years
and in the ease of fore'gn aid,
Dulles said, h is important to have
a comfortable backlog to figure on.
