NEW .YORK Of - The AFL-CIO executive council decided Monday to let part but not all of the power ful Teamsters Union Join the in dustrial union departent (IUD), a unit of the AFL-CIO created pri marily for former CIO unions. The teamsters, largest of the former AFL unions, had demanded that either the entire teamster membership of 1,300.000" be admit ted into the IUD "Or none of it at all." ; . This was the stated position of Dave. Beck, teamsters president. However, Walter Reuther, former president of the CIO. due to head the IUD, had said only that part of the teamsters which is industrial ly organized would be eligible for IUD membership. Beck's teamsters have organized entire companies such as canner ies on an industrial basis but the bulk of his membership is organ ized on a craft basis of individual truck drivers. . Beck said he would take up with the teamsters executive board in a few days whether to bring part of the teamster membership into the IUD or none of it.
