Plans Eyed
For Aid To
Small Farms

WASHINGTON ( -The Eisen
hower administration is seriously
considering proposals that bene
fits of the government's multi-
billion-dollar (arm price support
program be concentrated on small
and medium-size farming units.
Under these proposals, produc
tion above a certain level in terms
of dollar value or production units
would not be eligible for price sup
port loans or government purchase
agreements.
ome farm groups have pro
posed a top limit of $25,000 per
farm in the amount of commodi
ties which the government would
make loans on or agree to buy.
At present, a farmer may obtain
price support aid on the full pro
duction of his price-supported pro
ducts, provided, oP course, he has
complied with government plant'
ing restrictions.
Meet Criticism
The suggestion limitation would
be designed to meet criticism that
the present program by offer
ing price support assistance on
full production is encouraging
the development of large, corpo
, rate-type farms at the expense of
smaller, family-type units.
Some farm leaders also contend
that the present program encour
ages a larger volume of crop pro
duction than would be produced if
price supports were limited. Over
production and a resulting accum
ulation of surpluses are major fac
tors in recent sharp declines in
farm prices and income.
The idea that price support aid
be limited to a certain level was
first advanced in 1949 by former
. Secretary of Agriculture Charles
F. Brannan. He included it in the
controversial farm. plan bearing
' his name which was rejected by
congress.
Limit Advocated
The National Farmeri Union has
been advocating such a limitation
for many years.
Administration farm officials
said the proposal is one among
several - being given "serious
study" for possible recomrhenda
tion to Congress.
Others include a "soil fertility
bank" plan under , which farmers
would receive government pay
ments lor taking surplus cropland
out of production and building up
us jenmty lor the future.
Administration leaders also are
weighing proposals that limitations
on the production of crops like
cotton, wheat, tobacco, rice and
peanuts be expressed in terms of
bushels, pounds and bales, rather
than In the terras of acreage plant
ing allotments now used.
Many farm leaders Contend the
present system is falling down be
cause farmers are able to offset
reductions in planting allotments
by using modern methods of in
creasing the yield per acre.
The administration is expected
to 'come up with broadened pro
posals for disposal of the present
aeven-Diiiion-doiiar stock of farm
surpluses. Officials said they were
anxious to develop a moderate"
disposal plan that would not lead
to dumping goods on the market
and antagonizing friendly foreign
competitors.
The administration's plan would
concentrate largely on cotton and
wheat considered the toughest
surplus crop problems.

Russians Deny
Khrushchev's

Journalists who were present in
Rangoon -.: Friday during - Nikita
- Khrushchev's repartee with -Western
correspondents denied Satur
day he had used the words "bar
barians and lavages."
The Western correspondents'
nates showed Khrushchev used
these words as translated by a
Russian interpreter to describe
what he called the British attitude
toward the Burma people.
The Kussian writers declared
they couldn't recall that those
words had been uttered by anyone
during the interlude at Rangoon's
greatest golden pagoda, the Shwe
Vagon.
The Russian writers offered as
proof a "Russian, text" of the ex
change between Khrushchev and
the Western newsmen. On being
questioned, they admitted it was
not a record of the conversation,
but "something we agreed on la
ter." The Russian journalists said they
were anxious to "correct the rec
ord" on Khrushchev and insisted
that foreign newsmen who quoted
him at length Friday "were all
mistaken,
There was bustling activity in
the Soviet news camp and it ap
peared here that widespread re
action to Khrushchev's remarks
staggered members of his tour
party.
