for the army.

army Herman attended Harvard
College and later studied law at
the Harvard Law School. He re
ceived his 'law degree in 1953.
Herman has practiced law in
Portland since 1954 when he was
admitted to the Oregon Bar.

Circuit Judge Joseph Felton
pointed out- that the department
is not permitted to. keep young
sters under 14 who are wards of
the court by reason of dependency
in the juvenile detention ward of
the county jail.
:. "We have a foster home willing
to take these youngsters up to the
age of ,12, but that doesn't take
care of those in between," Judge
Felton said. .
Some 49 .juvenile court wards
were kept a total of 434 days at
the previous foster home during
the past year. Judge Felton re
ported. !

where it can take youngsters at
any time of the day or night and
where they will be fed and super-1
vised while waiting disposition ol
