Morocco in French military forces seemed "lowly mastering the Riff rebellion ' Thursday as Premier Edgar ; Faure prepared to fight for his government's life back ia Paris. But while some rebels came in groups with white flags to sur render, French officers reported they were encountering "reti cence" in other areas. Many of : the warlike , Berber horsemen were just vanishing, back into I the 'mountains with their weap-i ons. NEW YORK UV-A high school student was charged with homi cide Thursday in the playground slaying of a young park depart ment employe. Three other youths have been arrested. . The park employe, 20-year-old Frank Gargiulo, was shot down Wednesday in full , view of hun dreds of mothers and children in a playground section reserved for small youngsters. Wednesday night police arrested Hiram Rosa, 17. as the alleged triggerman. Rosa attended the Machine and Metals High School which adjoins the playground, on the border of East Harlem. Also seized were David Vargas and John Barnett, both 17-year-old high school students, and a 15-year-old youth whose name was not disclosed. Aeeaeat Given Police gave this account of events leading up to the slaying: Gargiulo, a part-time worker for the parts department, broke up a fight Wednesday afternoon between' Barnett 'and 16-year-old Michael Flynn. . Afterwards, Barnett went to Vargas' borne and told him of the fight. Vargas, pocketing a .38-cal-iber revolver, rounded up Rosa and the 15-year-old. and the four beaded for the playground. Near the playground, the quar tet saw Flynn and some of his chums. Vargas pulled the trigger of the gun but it would not fire. When Flyim and his friends saw the four boys, they went into the! playground and gathered near Gargiulo. Asked QeestUn Rosa took over the gun and asked Gargiulo: "Are you a friend of these guys?" Gargiulo replied: "No, I only work here." " Then Rosa fired a bullet into Gargiujo's chest Police said Vargas and Barnett had been served beer and whiskey in a neighborhood bar shortly after noon Wednesday. As a re sult, the owner was charged with serving liquor to minors. pitilessly hunted down, however. Judge Matthew Abruzzo in Brooklyn Federal Court, rejecting the offer, expressed belief Siemer has stashed away $35,000 that still has not been accounted for. Siemer took the sentence stoical ly, but his wife, Henrietta, wept hysterically. Siemer, with his wife and three children, were picked up by the FBI last July in South Amherst. Guatemala Air Traffic Increases WASHINGTON Ufi Air traffic into Guatemala has increased 67 per cent since the fall of the com munist regime there, says Carlos Cheesman, Guatemala's director of civil aeronautics. Cheesman said in an interview that while there has been a great increase; in tourist traffic, most of the air visitors are business men coming into Guatemala on new enterprises. 1 College Draft Test Dates Set WASHINGTON U) Selective Service announced Thursday that its i8o5-58 college qualification tests will be given Nov. 17 and April 19. i Students makin trade at 70 or above,' j o maintaining grades' which put them in specified per centages of their classes, may be considered for educational defer ment by their local draft boards. Graduate students must make a grade of 80 or above to meet the criteria, or must maintain grades that put them in the upper one fourth of their class. ' Local draft boards have the final authority, subject to appeal, in saying whether a youth is to be given an educational deferment. Students desiring to take the Nov. 17 test must mail their ap plications prior to midnight Nov. L Applications for the April 19 test must be mailed by midnight March. 5. !
