Compared to some of the metropolitan areas, the problems of Salem's suburb seem minor, but they do exist . . pne of the most pressing was solved during the past year with the creation of the Middle Grove Rural Fire Protection District . . . This gives assured fire protection, I believe, to practically all suburban! areas contiguous with the city limits of Salem, although not all of what might be called Salem's "suburban area" is in a fire-protection district . . . The status of fire ' protectiori; is a pertinent question to ask when buying a home outside the city.- v . : ' - ' - 1 ':.'' ' ' ; Water is another problem for the suburbs, jnst bow at Four Corners where a new water district one that would take in much more than the Four Corners school district is nnder study . . . At present, individual wells comprise the water supply for Four Corners as they do for much of suburban Salem . . .Exceptions are the Salem Heights and Orchard Heights water districts which supply patrons with water from central wells. Also Manbrin Gardens and a handful of smaller housing developments that have a central water system. Vista and Morningslde water districts have been formed to buy water from Salem's supply . . . Talk of a possible Keixer water district alsa is beginning to be heard. , One thing that js bringing the need for mdre suburban water districts into focus is the FHA clampdown on loans in jthis area on properties that have both private water source and private sewage disposal . . . This has impeded the growth of certain areas and has channeled a lot of suburban growth into the area south of town which is served by water districts . . . Today, the Salem Heights Water District alone is reading 930 meters. Five years ago the figure was 365 . . . Although there appears to be little, if any, sentiment for annexation at pres ent, there also is virtually no feeling ef "community" in- the ever sprawling area south of Salem . . . Support of school functions and youth organizations Is good (Salem Heights Boy Scouts and Camp Fire Girls have posted outstanding records), nut the area repeat edly has declined to get behind any community-wide venture as do the residents of Kelzer and Four Corners . . . The area is "handi capped" in this regard by having no centralized shopping district to serve as a springboard for community ventures ; . . The area also has been cut up by school boundaries with first! Morningside and now Candalaria Schools taking portions of the former Salem Heights School District . . . Probably, more than in any other direction from town, the suburbanites just south of the border consider themselves residents of "Salem" . . .
