Over 100 ' representatives , of
state-wide groups, most of them
associated with principles of the
Democrat party, attended the all
day session and voted to make the
conference a permanent organiza
tion. They elected George- Brown,
executive secretary of the CIO,
first president, and chose Robert
Phelps, Oregon Education Associ
ation, Portland, vice president, and
llrs. Olga Wilson, Oregon State
Grange, secretary-treasurer.

Taxation particularly on prop
ertyeducation, employment, and
power were prime topic for discus
sion at the meeting to rehash ac
tions of the recently adjourned
1955 legislature.
- Stewart, who with Rep.- Patrick
Dooley of Portland, make up a
panel on taxation, said the legisla
ture achieved several points of
consistency during the past session
and new standards of value have
been achieved. Legislation ad
vancing; the -state's reappraisal
program was praised.

The 1955 legislature record on
education drew heavy criticism
from State Sen. Robert D. Holmes,
Astoria, who said about the only
food thing to come out of the ses
sion of merit was approval of
four-year status for Portland State
college, ne said it was most dis
appointing in that' little was done
for public schools in financially
distressed areas. He criticized
failure to pass a plan for basic
redistribution-of funds and to re

A; lieutenant governor post for
Oregon was called for in a talk
by Mrs. Olga Wilson, substituting
for Elmer McClure, master of the
Oregon State Grange. She said all
of the people of Oregon would
have a voice in picking a successor
to the governor instead of the two
per . cent - who make the choice
now.' '
Mrs. Wilson urged defeat of a
Senate joint resolution which' pro
poses to remove a clause of the
constitution that Oregon shall not
declare a state of emergency for
tax monies. She predicted a sales
tax would evolve from the next
session of the legislature if the
resolution is approved.
Building Program ,
Rep. Alfred H. Corbett, Port
land, reviewed the state building
program provided for by the legis
lature and endorsed action to build
an out-patient clinic at Oregon
State Hospital,, add new .facilities
at MacLaren School for Boys,
Fair view Home, State School for
the Deaf and the Blind SchooL'.
. Jess Bell, president of the. state
council of CIO, told the gathering
that the legislators bad defeated
every liberal concept to come be
fore it. He said the public should
get active in the primary so they
wouldn't have to pick "between
the lesser of two evils" at the gen
eral election. ..

Traders Wary
NEW YORK Ul The . stock
market was caught in the grip of
caution this week, and prices de
clined. For nearly three , weeks, the
stock market has been going down
gradually, without urgency, with
out undue pressure.
The Associated Press average
of 60 stocks . advanced only one
day, the final session of the week,
and it lost $1.80 in the five days.
It closed at $162.50. That is $4.30
under the record high established
April 26 just before the present
decline got underway.

dent Eisenhower as his "announc
er," Secretary of State Dulles will
report to the nation Tuesday night
on plans for a Big Four meeting
and other historic events.
Dulles will speak in the Presi
dent's office in the presence of the
chief executive . and ranking Cabi
net colleagues and his words will
be broadcast by TV and radio. He
will be introduced by the Presi
dent. The White House announced the
broadcast Saturday in a manner
to suggest that Eisenhower wants
to give it a full blast of publicity
to assure the largest possible au
dience, and also demonstrate his
full support for his ; secretary of
state. .

Trends Vary
CHICAGO Ufl Strength in May
wheat provided the main feature
in an erratic grain market on the
Board of Trade this week. A ma
jority of grain futures ended the
week with gains but there also
were some losses.
A short covering movement was
apparent in May wheat, particul
arly around midweek when fairly
substantial quantities of red wheat
were shipped from Chicago.
For the week wheat was 1 cent
lower to 3 higher, corn lower
to h higher, oats lower to
higher. Soy beans Vi lower to 2
higher and lard 32 to 60 cents a
hundred pounds- lower.
