Even the foundations program
was lagging, but primarily it was
a. case of distribution not pro
duction. The chief reason was the
intensive scrutiny which each
batch of the vaccine must be given
by. government scientists to decide
if it is safe for public use. ;.
The survey of drug company of
ficials showed that unless a child
is between the ages of 6 and 10
the ages generally covered by the
foundation program bis . chances
of getting the anti - polio vaccine
through commercial channels in
the next eight weeks are rather
slim. "
Vaccine Shipments
The foundation announced Tues
day night that five of the six com
panies manufacturing the vaccine
had shipped enough of it to provide
first shots for 4,173,120 children.
This is not quite half of the 9
million throughout the United
States and its territories who are
slated to get the two-shot, anti-
polio treatment at foundation ex
pense. The companies manufacturing
the vaccine are Cutter Laborator
ies, Parke-Davis Co., Pittman-
Moore Co., Wyeth Laboratories,
Inc., and Sharp and Dohrr.e.
The shipments went to 24 states.

Chiefs made him an honorary
chaplain.
' A brush fire broke out Wednesday
afternoon near an auditorium into
which 410 delegates were filing for
a youth rally. Bishop Leipzig
grabbed , a garden hose, and had
the blaze -in check when firemen
got there. 1 :';

fire alarm, sounded for an adjoin
ing high school auditorium. He andj
the delegates were forced outside.

ATHENS, Greece ( An earth
quake rocked Volos, a port city of
51,000 population, Tuesday. The In
terior Ministry said one person
was killed and 35 were injured,
Police said damage was very
great, with many houses and
buildings partially or badly
wrecked.
Athens Observatory said : the
shocks were so intense its seis
mographic equipment was dam
aged. No structural damage was
reported in Athens but scores of
persons said , furniture and light

Mickey Rooney's second wife, the
former Betty Jane Rase, has
charged that the pint-sized com
edy star is $6695 behind in ali
mony and child support payments,
Mrs. Rooney accused her ex-
husband with being in contempt
of court in an affidavit filed Tues
day before Superior Judge El
mer Doyle. She said Rooney was
to pay her $320 a month alimony
and $416 child support for their
two children Mickey Jr., 9, and
Timothy, S.
The actor has paid her only
$700 this year and still owes
$3645 from last year, she said.
Judge Doyle set May 16 for a
hearing. The couple was divorced
in 1148 after four years of marriage.

channels not enough, drug firm
officials said, to form the basis for
any profitable "black market."
Most of the drug firms said they
would not supply vaccine to com
mercial channels until they have
completed their commitments .to
the National Foundation to supply
two shots each for the 9 million
children. These include. all children
in the first and second grades,
all children who participated in the
1954 field trials of the vaccine, and
the 440,000 children who actually:
received the vaccine m 194. Thel
last group will receive booster
doses only.
One unavoidable factor delaying
shipment of the vaccine, drug
firm officials said, was the strict
tests which samples of each batch
must undergo at the biologies con
trol laboratory of the National In
stitutes of Health in Washington.
Eli Lilly Co. pointed out it had
nine months' production on hand
when the vaccine was approved for
use by the government following
release of the vaccine evaluation
study April 12. It said each batch
produced by the company during
that period had to be re-tested
after April 12 and the results of
those tests sent to the National
Institutes of Health (NIH) for its
okay.
Testing Period
The company said it took from
21 to 23 days to re-test each batch
and prepare the scientific data
which accompanied the test sample
to the NIH. There, the sample and
the written material comes under

closest scrutiny by NIH scientists
who approve it only if it meets
federal standards as to safety,
purity and potency.
Manufacturers said the ism at
this time probably was "overt
whelmed" with a considerable
number of samples, but they
agreed; that such cautious and
minute checking was necessary to
safeguard the public health.
In Washington, an NIH spokes
man said the government had not
rejected any batches of Salk vac
cine through Tuesday. He said that
in a lew cases final clearance of
batches had been held up pending
receipts of technical data required
by law from the manufacturer.-
Another factor contributing to
the shortage of the vaccine for a
time was the lack of rhesus i
monkeys, whose kidneys are used
in the production of the vaccine.
But this shortage, caused by, a
government ban on export of
monkeys from India, was only
temporary and a sufficient supply
of the animals now are at hand.
The Indian government cancelled
the ban only a few weeks ago.

Smog Particles Cause Cancer
PASADENA, Calif. A top
research scientist said Tuesday
that pollutants in smog are the
chief cause .of lung cancer.
Dr. Paul Kotin, University of
Southern California pathologist, de
clared that hydrocarbons found in
smog in many cities have pro-
i longed accumulative cancer-caus-,ing
effects.
Dr. Kotin. who has been con
ducting smog research on animals
for five years, said this is the
first time that hydrocarbons have
been labeled definitely as an in
