Irresponsibility Denied

WASHINGTON Oregon'! two Democratic senators stuck to
gether m the Senate tax battle this past week, voting lor the un
successful Democratic plan to cut taxes for all taxpayers but to repeal
the stock dividend and depreciation allowances of last year.

Morse Cites GOP Stand
Noting that President Eisen
hower had called it "irrespons
ible" of the Democrats to propose
this tax reduction in face of the
unbalanced budget, Morse observ
ed that last year the Republican
83d Congress put through a tax
cut bill backed by the administra
tion and described as good for the
economy. Morse said he thought
the GOP tax plan had been too
heavily weighted "as to encourage
vast accumulations of capital on
the theory that if the top is pros
perous, some share of the pros
perity will trickle down to
others."
"If it is political motivation to
attempt to get the great majority
of our people a square deal tax
wise, then I am politically moti
vated and proud of it," he said.
"I fail to understand," opened
Neuberger, "how the tax reduc
tions granted in 1954 (by the
GOP), when there was a substan
tial deficit, were evidences of
statesman snip, wnue a aiiiereni
kind of tax reductions in 1955
(proposed by Democrats), when
there is still a deficit, is called
fiscal irresponsibility."
After listening to GOP Leader
Knowland charge Democrats with
inciting economic classes against
one another cn the tax issue, Neu
berger responded:
"No one wants to array class
against class. Yet I wonder what
it is that arrays class against
class. Is it the word or the deed?
Is it a tax law which grants dis
proportionate benefits to one class
of people that arrays class against
class? Or is it merely someone
who points out that situation?"

At the request of Chairman
Byrd of the Finance Committee,
Neuberger refrained from press
ing amendments to the tax bill
designed to increase the U. S. tax
on gasoline from two to three
cents and to exempt from this tax
fishermen who use the gas only
in boats. Byrd promised commit
tee action on them later.

crecy therefore are also greater
than ever before.
At another meeting, former Re
publican Sen. Harry P. Cain of
Washington advocated the appoint
ment of a nonpartisan commission
to work out uniform standards and
procedures and to annul "the mar
riage between security and poll
tics." Cain expressed his views in an
address prepared for the seventh
annual conference on civil liber
ties, sponsored by about 50 organ
izations. Wiggins, chairman of .the 'free
dom of information committee of
the American Society of Newspa

Recovery of
Stock Market
Prices Halts
NEW YORK tfi - A four-day
recovery drive in the stock market
ran out of steam Friday and prices
were thoroughly scrambled at the
finish.
Changes went from 2 points
lower to between 2 and 3 points
higher in key sections.
The Associated Press average of
60 stocks ended unchanged at
$156.10. At that level, it is a little
more than 40 per cent above the
lows of the reaction reached last
Monday.
The industrial component was
off 10 cents, railroads remained
unchanged, and utilities edged up
20 cents.
There were only 1,154 individual
issues traded,' lowest in five
months. Plus signs held a slight
edge 465 stocks up and 445
down. There were 45 new highs
and 14 new lows for the year reg
istered. Comparisons Friday
changed from a 1954-55 basis to a
"this year" basis.
Volume came to only 2,050,000
shares as compared with 2,200,000
shares traded ia Thursday's rising
market, The total was the lowest
in four and a half months.
