When the lawmakers return to the Capitol Monday for their fourth week, there will be eight bills up for passage in the Senate and two in the House, but all are somewhat trivial- jSoloii Favors Formation of Parks Board A separate state parks commis sion could do a better long-rang job of park development that the Oregon Highway Commission which now has control, it was declared by Rep. Alfred Corbett (D), Portland. 1 State Sen. Pat Lonergan (R), Portland and Corbett have intro duced a bill proposing the trans fer of 62 major state parks from the highway commission to a new five-man parks commission to be appointed by the governor. The bill also " would increase the amount of money for state parks from the present level of about $2,000,000 a biennium to approximately $3,000,000, Rep. Corbett said of the bill' "Our primary reason for intro ducing this measure, said Cor bett, "is the attitude of the high way commission." He maintained that the high way body has insisted on locat ing parks near main highways' and has taken the stand that all funds now. made available for parks should go into maintenance without any : further acquisition of park land at this time." More Parks Needed The Portland . representative said he! feels that more parks will be J needed because of "the phenomenal growth of the tour ist and recreation industries in Oregon and the expected popu lation growth to come. The parks commission propos al. Senate Bill 136, said C6rbett, Is designed to pool the ideas sub mitted by' an interim committee on Columbia River, parks and re creation and - by the Portland Chamber of Commerce subeom- mitte on natural resources. The setup would call for the separate commission until such time as it would become, incor porated in a state natural re sources department For financing of park acquisi tion and development under the new plan, the proposed law calls for allocation to that purpose of S per cent of the annual reven ue collected for -highway pur poses. ' Legality Checked, ' Corbett said this method of having park funds still come from the Highway Commission had been checked for legality and it was found that it would not jeapordize federal aid or other special funds now available to the state highway department . The bill also directs the park and highway commissions to make studies and come to agree ment before Jan. 1, 1956, on what additional parks would be turned over to the sew commission, be sides the 62 primary parks speci fied at the outset. v The transfer would not affect the status of present roadside park areas which the highway; commission has developed in re-j cent years, for example. x , ; Salary of the director of state parks is fixed in the bill at not less than $9,000. Separate offices for the independent parks de partment would be provided. : The bill has been referred to the ways and means committee. Resignation of Eugene's Police Chief Reported EUGENE m Police Chief Ted Brown will resign here soon -to "become director of public safety at Guam, the Eugene Register Guard said Saturday. Brown said he was not at liberty to comment, on the report. The newspaper said Brown ' - applied for'the new job two weeks ! ago. and a letter from the Guam! x governor. Ford 0. Elvidge, arrived last week, saying Brown bad .been selected. . The official announcement is expected later, the newspaper said. The House Education commit tee plans to vote Tuesday on the Senate-passed bill to make Port land State College a degree-granting college. It's now an extension center of the State Board 01 Higher Education. The onlv oooosition to the bill comes from Eugene and Corval lis, where the university and state college are located. The bill ap pears certain to be passea oy the House, probably on Thurs day or Friday. Hearing Monday On Monday afternoon, the House Food and Dairy committee holds a hearing in room 326 on the Department of Agriculture's bill to eliminate B and C grades of milk. This bill has drawn the fire of some dairymen who claim it would run the little dairymen out of business. The Senate State and Federal Affairs committee has a hearing scheduled Monday at 10:30 a. m. in room 6 on a bill to compel state boards and departments to open their meetings to the public and the press, and to give five days' notice before meetings are held. Taxes The Legislature's No. 1 problem will be the main inter est Tuesday, when the 31 Demo crats in the Legislature will an nounce their program to raise revenue to balance the state bud get Institution Bonds , The proposal to ask the voters at the next election to authorize a bond isue for state institution construction is scheduled for hearing Tuesday afternoon in room 321 by the House taxation committee. On Wednesday, the Senate Commerce and Utilities commit tee will have a hearing on a bill to let the State Tax commission fix valuations of utilities for rate- making purposes. This valuation now is set by the Public Utilities commissioner, who also sets the rates. ' Sen. Monroe Sweetland, Mil- waukie Democrat, author of the bill, thinks the tax commission would set lower valuations, and thus the electric rates would be reduced. An attempt by schools districts to obtain gasoline tax refunds on the buses which they own and operate will get an airing Wed nesday before the House High ways committee. A flood of bills will be intro duced in the House next week as Representatives try to beat the deadline for introduction of bills. Limitation on Bills After Thursday, no House bills can be introduced except by per mission of the House rules com mittee. The Senate has a similar rule, but it doesn't go into effect until Feb. 14. There are a couple of parties on tap for next week, too. The Salem Chamber of Com merce will have a dinner for the Legislators and their wives Mon day night On Friday, ihe Legislators and wives' wil go to Eugene for din ner given by the Eugene Cham ber of Commerce. After the din ner, they'll attend the Oregon Washington Basketball game.
