C. Durham of Chicago, one of
the recognized authorities on
ragweed. He is secretary of the
ragweed has gained a good start

disturbing word Saturday that
Soviet Russia is moving closer to
the United States in the great
arms race of the atomic age.
Donald A. Quarles, assistant
secretary f defense for research,
made this view clear in addressing
the defense chiefs at their annual
meeting here when he said Amer
ica's weapons technology position
today is "less favorable than it
was a year ago."
. Quarles spoke at a morning busi
ness session of the four-day con
ference shortly before the arrival
at Quantico of President .Eisen
hower. The commander - in - chief
spoke briefly and informally at a
luncheon of the conferees, but
what he talked about was not dis

discussion of routine management
