S. and French officials feared Friday that five American Air Force tech nicians who disappeared on a plea sure foray to the China Sea shore are now in Communist hands. The five airmen, posted at the French air force's Tourane base 450 miles north of Siagon, drove off in a i-ton French weapons car rier truck Monday in the direction of an off-limits beach three miles away. A U. S. Embassy spokesman said a Vietnamese peasant had told of seeing five Americans marching with 20 Senegalese war prisoners near the Communist stronghold of Faifo, 10 miles south of Tourane. Headed by Lt. Gen. John W. O'Daniel, chief of the armed forces mission in Indochina, a three-man Air Force inquiry board began ex-1 amining witnesses. The French , sent out armed patrols around Tourane and scouted the area with I aircraft. They found neither the men nor the truck. The Senate Finance Committee voted late Fri day to send to the floor an omni bus tax revision bill carrying $1, 477,000,000 in reductions for corpor ations and individuals in its first year of operation. 4 The measure is almost exactly in the form asked by President Eisenhower and carries practically all of the major provisions of the House bill. It is one of the must items on the administration's 1954 legislative program. No votes were recorded against the bill but Democratic committee members reserved the right to of fer amendments on the floor to cut individual income taxes. The bill does not contain any general re ductions in such levies. Nearly all of the changes made by the Senate committee in the House bill in six weeks of secret voting were confirmed by the group in its final action Friday. These added up to 107 million dollars more of tax reductions in the first year of operation of the bill than the $1,370,000,000 approved by the House. However, the $1,477,000,000 of re ductions would be offset in the initial year by $1,200,000,000 in ad ditional revenue obtained from a one-year extension of the 52 per cent corporation income tax rate. Morse Raps Program on Atom Power WASHINGTON Sen. Morse of Oregon said Friday it would be a "great mistake" for the federal government to give private indus try "carte blanche" control over atomic energy power development. A bill now is pending in the Senate-House Atomic Energy- Com mittee to permit private industry to own reactors or atomic energy power plants, under government regulation. Morse told the Senate he did not take the position that all atomic energy power development should be by the government. But he said American taxpayers have put billions into the atomic energy program and that, as pri vate firms enter the atomic enerev power field, they should be re quired io pay "dollar for dollar" for the public investment. "Atomic energy power should not be turned over to private monop oly," Morse contended, adding he thought "monopolistic forces see an opportunity for a quick eco nomic killing" in the nuclear pro gram. Morse said the power question made it more important than ever to keep the Atomic Energy Com mission a joint operation and "not under one-man control." He said that as be understood the policies of the AEC Chairman, Lewis L. Strauss, it is essential "that a check be kept on Strauss' author ity." . The administration is pushing for quick action on the measure. . Secretary of the Treasury Hum phrey says that many business firms are holding up expansion or modernization plans, awaiting final action ,on he tax revision. The bill carries a variety of bene fits for corporations and individu als. HumphVey asserts these are evenly balanced. . Some Democrats have argued, however, that the measure is weighed unfairly with relief for big corporations and wealthy individ uals. ' Major provisions in the bill in clude: Accelerated depreciation al lowances for corporations and indi viduals; substantial relief for stock holders in their divided income; increased deductions for medical expenses; increased tax exemption on retirement income; Permission to fathers to keep the $600 exemption for a child going to j high school and college even though the child earns more than $600 a year; Increased deductions by farmers for soil conservation expenses; a change in the annual income tax filing date from March 15 to April 15; an increase in deductions for charitable contributions; deduc tions for child care expenses by working mothers.
