Defended by
Science Group

tion of American Scientists ex
pressed shock Saturday at the bar
ring of Oppenheimer from atomic
secrets and said his case makes
essential a speedy review of the
entire security program.
The science group, in a state
ment issued by Dr. M. Stanley
Livingston, chairman of the execu
tive committee, said the govern
ment action "has relegated to of
ficial ostracism a distinguished sci
entist and citizen, long a confiden
tial adviser in our innermost
councils of government."
Vice President Nixon said Thurs
day that "if the man is not a se
curity risk, if he is not subject to
blackmail, he should work for the
government."
The vice president, who has seen
the full file on Oppenheimer, said:
"Dr. Oppenheimer. at least on
the evidence I have seen, in my
opinion, is a loyal American. On
the other hand, the information in
his file is voluminous and makes
a "prima facie' case of security
risk."
Vital Questions
Nixon said the big question posed
by the Oppenheimer case is wheth
er the government should take the
position that past associations,
even if foresworn, should forever
after preclude government employ
ment. "I do not believe it should,"
Nixon said, adding:
"I believe each case should be
considered on its merits, particu
larly when dealing with an ideol
ogy which during the 1930s had
such an appeal among the intelli
gentsia and various other groups."
The Federation of American Sci
entists, identifies itself as an or
ganization of scientists represent
ing all fields of science "who are
concerned with the interaction of
science and society."
Shocked Nation
It said in its comment on the
Oppenheimer case:
. "The charge that his continued
public service threatens the secur
ity of the United States has
shocked the nation ant! the scientif
ic community in particular."
The scientists' statement today
aid there is "little new" in the
charges against Oppenheimer
pending in the three - man panel,
"and the old facts have not been
strengthened in their aging."
But the group went beyond the
point of the specific accusations to
question the whole method of the
security risk process.
It said the Oppenheimer case
points up a problem as to whether
the "unseating" of such a promi
nent figure in itself hurts the na
tion more than letting him still
have access to secrets pending a
final decision.

The scientists also voiced fear
that the method in this case would
"jeoparadize" the government's

This was a reference to Oppen
heimer's original objection to the
building of a hydrogen bomb. Sug
gestions have been raised that
there was "delberate" delay be
fore a go-ahead was ordered on
the H-bomb.
Oppenheimer says he at first op
posed H - bomb construction for
technical reasons, but he willingly
went to work on it when President
Truman ordered the project pushed
in 1950.
The scientists found it "especial
ly disturbing to find that attitudes
and opinions on technical and pol
icy matters expressed by Oppen
heimer in the normal course of
official advisory duties are cited
as bases for questioning his verac
ity, conduct, and loyalty.
"This kind of attack threatens
to stifle at its source the expres
sion of independent views by gov
ernment personnel, advisers and
consultants."
They said issues raised in the
case demand "an early resolution
of the entire matter. . .it is past
time that our entire program for
security and loyalty investigations,
including the circumstances which
led to them and the pressures
which are driving them beyond
bounds, shoulrf be reviewed .dis
passionately and objectively.
