a law authorizing such appoint
ment, j j
Emerson has been connected
with the State Department i of
Education for 19 years. He will
retain his title as Assistant Su
perintendent of Public Instruc
tion in addition to that of deputy.
Emerson will have authority to
act for Putnam in the Division
of General Education when the
latter is absent from his office.
The city of Ife, Nigeria, is spiri
itual headquarters of the Yoruba
tribe.

Russia's Andrei Y. Vishinsky Wed
nesday accused Korean ' President
Syngman Rhee of doing everything
possible, with the help of what be
called reactionary circles in the
Unitetl States, to prevent an agree
ment on the future of Korea.
- Vishinsky said Rbee - still is de
termined to conquer North Korea
by. force.
He also told the ILN. Assembly's
Political Committee that a 15-coun-try
resolution, limiting participants
in this Korean Peace Conference
to combatants is "illogical. .
; He said neighbors and other
countries interested should have a
hand,! but he left up in the air a
definite answer . as to whether
Russia will attend the peace con
ference if asked to sit on the side
of tha Communists.

to walk out at a certain time if
results are not obtained. Vishinsky
said one wonders what would
happen at the end of the' confer
ence, with Rhee determined to sub
jugate North Korea.
Henry Cabot lodge Jr., VS. chief
delegate, told the committee im
mediately after Vishinsky ended a
40-minute speech that "Secretary
Dulles had concluded no secret
agreement with the president of the
Republic of Korea."
Lodge attacked a resolution put
up by Vishinsky Tuesday calling
for a Korean Peace Conference
made up of six billigerents and five
"neutrals. including the Soviet Un
ion. He said the. 'Moscow resolu
tion was not democratic. He said
it gave a "first class compart
ment" in "Mr. Vishinsky train
to the Chinese and a "second class
compartment" to the Republic of
Kortia. I " . .
Vikhinsy'a resolution provides
that decisions of the peace confer
ence wills be considered approved
if the parties signing the armi
stice agreed to them. American cir
cles contend this would give Red
China a veto as a signatory power
and would ignore South Korea,
which pointedly boycotted the sign
ing.
