The devaluation was announced
by the Ministry or Finance Which
said it would go into effect Mon

The government's action was in
response to mounting public criti
4sm of the Indochina currency
speculation, which one weekly
newspaper charged was helping
the 1 Communist-led Vietminh fi
nance its war with France.
The huge black market operation
which the 17-franc rate encour
aged was a drain on France's re
sources, already strained to the
.breaking point by the costly Indo
china war. It had become so seri
' cus that the United States, which
plans to finance 40 per cefot of
' the conflict, recently expressed
concern.
The black market operation was
a twn-wav maneuver. Traders
bought the piaster for eight francs
in Saigon then sold it at the of
ficial rate of 17 to banks in Paris.

ries through to the establishment
of the junior high system in 1916.
Miss Weinman is a graduate of
the University of Oregon, having
received both her bachelors and
master's degree there. She also
holds a professional diploma in
audio-visual aids from the teach
er's college at Columbia University-!.

1 to 12 to give the hour, and the
other one ascends a scale marked
0 to 60 to record the minute.
