It had become so seri ' cus that the United States, which plans to finance 40 per cefot of ' the conflict, recently expressed concern. The black market operation was a twn-wav maneuver. Traders bought the piaster for eight francs in Saigon then sold it at the of ficial rate of 17 to banks in Paris.
