President Truman, balked in his quest lor business men to serve on the Wife Stabilization Board, authorized Economic Stabilizer Roger L. Putnam Saturday night to take over the task of controlling wages. x . Putnam, in turn, will delegate the authority to the four men now representing the public on the Wage Board. He said they will tackle a pending logjam of thousands ox wage raise cases as soon as the necessary documents are signed. The Wage Be rd is a three-part agency, consisting of public Indus try and labor Members. It has been paralyzed for a week because seven industry members resigned with a hot blast at Tru man's action in granting John L. Lewis' soft coal miners a, S1.9Q daily wage raise. Industry members blasted the Truman action as a "fraud." The Chamber of Commerce of the Uni ted States backed them up. and called on business men to refuse to serve on the Wage Board. The Chamber and the National Association of Manufacturers called for an end to all wage and price controls, which the Chamber branded as a "sham." Putnam, in a letter to the Presi dent Saturday, said several indus try representatives had signified jm willingness to serve on the board In the last few days, but had changed their minds, evidently as the result of the stand taken by the U. S. Chamber and N. A. M. Putnam said these organizations called "in effect for a boycott of the board." The board, which decides . wheth er wage raises can or cannot be granted under anti-inflation rules. Has before it 12,000 cases on. which K has been powerless to act. Labor unions have been clamor ing for decisions so that their men lould get the raises. Board Chairman Charles Killings worth said efforts will still be made to secure industry members so as to reconstitute the full board. Meanwhile, he said, the admini stration hopes to have necessary documents signed by Monday morning permitting the public members to control wages. Killingsworth said: "We will then proceed to process fie cases before us with the great est speed that is consistent with careful consideration." He said regional board activity will continue. Where regional in dustry members have resigned, as they did In Chicago, the boards will continue on the same basis as the temporary national administration. Solon Urged to Quit Because Of Photograph EUGENE W Walter H. Dodd, Eugene Democrat, called Satur day for Earl H. Hill. Cushman Re publican, to resign as state rep resentative. He said Hill used a photograph more than five years old in the Voters' Pamphlet last fall. Dodd said the picture ran previously in the pamphlet in 1940. when Hill was 49. State law requires a candidate to use a photograph not over five years old. Hill has served in the Legislature since 1931. Dodd was secretary of tha Ore Democratic delegation at the 19S2 Democratic national convention. Hill said he had no intention of resigning and referred all questions regarding the photograph to Ed LBoehnke, chairman of the Lane County Republican Committee. Boehnke, a printer, said that he was responsible for the photo ap pearing in the voters' pamphlet. "I just took a cut from my shop and sent it in. Everybody knows Earl Hill. It wasn't a heated cam paign and Earl didn't do any per sonal advertising at all," he said. Sake, the national beverage of Japan, is a concoction midway be tween beer and wine. 1 Mammoth Air Raid Test Held In New York NEW YORK l Civilian de fense volunteers staged probably the nation's biggest air raid drill since World War II Saturday, giv ing New Yorkers a sample of what the real thing could be. All traffic was halted and streets were cleared from 8:30 a. m. to 8:45 as, civilian defense workers acted out the theme of "it could happen here." The reaction to a simulated en- em atomic attack which theoreti cally killed 203,000 persons and in jured 277,000 was excellent, said Lt. Gen. C. R. Huebner, director of the state Civil Defense Commis sion. One unrehearsed incident occur red when a policeman told 47-year-old Cesar Flores on a Bronx street to take shelter. The man angrily drew a 12-inch butcher knife and attacked him. The patrolman shot him dead. But there was almost universal obedience of the rule to take shel ter when the city's 579 sirens wailed out In the clear morning. An atomic bomb theoretically hit at Boston Road and Southern Bou levard in the Bronx, a center of heavy traffic. Train Halted at Pistol Point ST. PAUL, Minn. UFI A Great Northern Railway locomotive ground to a halt, the engineer and fireman staring into the muzzles of two drawn six-shooters. "Must be a Christmas bonus," commented the housewife. THREATENING CHARGE FILED John J. Holman, 1475 Troy Ave., was charged Saturday evening by Marion County sheriffs deputies with threatening to commit a fel ony. He was lodged in city jail in lieu of $1,500 bail.. Youths Grab Woman's Purse A salem woman, walking home from town, was accosted Saturday night by two youths at Cottage and Court Streets and her purse stolen. The woman, who was thrown to the ground when the boys wrenched the purse from her grasp, was able to supply city police with a sketchy description of the two. Police converged on the area, but were unable to lo cate them. The purse, however, was found by police near the scene and $8 in currency as well as some change, keys, a billfold and several stamps reported taken. The woman was uninjured. Intelligence Agent Arrested With Documents Jeopardizing West Spies BERLIN tfl U. S. Army au thorities disclosed Saturday the arrest of a former American in telligence agent and said he had in his possession enough docu ments to jeopardize its entire net work of informants in East Ger many. They identified the man as Michael R. Rothkrug, 44, Belgian born American citizen who served as a lieutenant in the Army in World War II and later was a civilian agent for the Military In telligence Detachment (MID). MID men investigating Roth krug's presence in Berlin as a tourist last August found he had gone into business with a German partner in a textile firm. U. S. spokesmen said the agents discovered thousands of top secret documents, missing from MID files for two years, in the textile office. The documents included names of Germans working in the anti Communist underground. Informed sources said disclosure of such a list would destroy years of pain staking work and jeopardize the lives of the persons concerned. Some are living Jn West Berlin. Others are in the Soviet Zone. There were hints that they in cluded men highly placed in .the Communist government itself. Rothkrug was jailed in the Army stockade. He has been in custody four months. A trial is being pre pared and may be held in the next few weeks. The sudden disappearance of about 4,000 separate documents prompted the Army to send a gen eral and a colonel here from Wash ington hi 1950 to investigate. At that time. Army officers said, Rothkrug was still on the MID staff and told interrogators he had returned all documents' for which he was responsible. Submitting to emergency appen dectomy Friday was Ben Sprick, local carpenter. He was reported as making satisfactory recovery Saturday. Mrs. F. J. Roubal, who was brought to the hospital following a thrombosis attack Thursday, was reported as .getting along as well as could be expected. She will have to remain at the hospital un til the holidays.
