Fractions of months don't count, except as they may be added together to total one full month. Checks are being issued at the rate of approximately 700 a day. Officials estimated that applica tions would total 135,000. Bonds aggregating $46,000,000 already have been issued and sold. Offi cials said a second bond sale prob ably would be held next year.
