GANGWARE City Editor, The Statesman A last-minute bid for higher pay for city employes failed Thurs day night as the City Council passed into law the $3,182,300 budget as recommended by the budget committee. The pay raise was advocated at the Council's public hearing last night by Herbert E. Barker, executive of Salem Trades and Labor Council who represented employes of the police, fire and water de partments. Barker reiterated the employes' earlier written request for more pay, which was rejected by the budget committee except in two particulars higher pay for meter readers and a differential for swing and graveyard shift workers in the police department. Barker last night urged the Council to grant at least enough pay raise to meet the higher cost of living which he estimated at 4.7 per cent on the basis of Wage Stabilization Board figures. The request was turned down, with Alderman Daniel J. Fry, budget chairman, declaring that the pay rafse had received every consider ation from the budget committee. The original pay raise request was $40 monthly for firemen and police. The water employes want ed the same pay as at present but a reduced work week, from 42 or 44 hours down to 40 hours. Three other employers' requests in connection with the pay plan will be studied soon by the City Council in regular session, said Mayor Alfred W. Loucks. These are for accumulated time credit for holiday work, accumulated sick leave and three weeks' vaca tion for employes with more than 15 years' service.
