Workerg Sign New Pay Agreement PORTLAND (JP) Paper manu facturers and AFL paper mill workers announced agreement Sa turday on a new contract for 17, 000 workers in 36 plants in Ore gon, Washington and California. The new agreement calls for a 4Vi cent hourly wage increase and for a union-management financed health and welfare program. The employers are to underwrite 60 per cent of the welfare program's cost. The new contract, which will increase hourly straight time pay to about $1.91, is to become effec tive June 1 providing it is ratified by the union membership and ap proved by the Wage Stabilization Board.
