A Salem firm, E. L. Gates and Co., submitted the lowest bid on one of the largest projects under construction, the grading and pav ing of 3.45 miles of Winchester, Bay-Clear Lake section of Oregon Coast highway in Douglas County. The firm's low bid was $731,139. Two other Salem firms were low bidders on traffic signal in stallations in three Oregon counts ties. The Glenn Snook Co. submitted a total low bid of $98,626 for the two by-pass highway projects. One is a crossing to carry the high way over the Southern Pacific Railroad's Silverton branch track, bid by the firm at $27,990. The other project is an undercrossing which will take D Streetnd Cen ter Street through a viaduct un der the new highway. The firm bid $70,636. Mill Electric Co. of Salem was low bidder for furnishing and in stalling traffic signals in Coos Bay and Bend. The company sub mitted a bid of $12,818 for four signals in Coos Bay and $2,692 for signals at one Bend intersec tion. The other Salem firm submit ting a low bid was Electric Cor poration, estimating $5,460 for traffic signals at two Corvallis street intersections. Bids on grading of 3.54 miles of the by-pass highway, from Hayes ville School to State Street, will be opened by the Commission today. Johnson Gains Release CAMP LEJEUNE, N.C. Marine Sgt. Keith H. Johnson, 22, son of Mr. and Mrs. J. W. Johnson of Route 6, Salem, Ore., has been re turned to inac tive duty under the Marine Corps reserve r e 1 ease program. While on active duty, Johnson served as a sec tion chief in the Tenth M a rines, an artillery regi ment of the Sec ond Marine Division. Prior to this assignment he served in Ko rea with the First Marine Divi sion. Before his call to active duty, he was employed by Phillips Bros, in Salem. Keith Johnson Learn-to-Swim Slate Starts Monday at YM The 32nd annual learn-to-swim campaign at Salem YMCA will begin Monday, during school va cation, Physical Director Fred Cords announced Thursday. Classes are open without charge to Salem area boys and girls of 9 years or older. Registration forms issued through the schools should be returned to the YM this week, said Cords. The daily schedule includes 8-year-old girls at 9 a.m., 10-year-old girls at 9:30, 11-year-old girls at 11, junior and senior high girls at 11:30, 9-year-old boys at 1 p m., 10-year-old boys at 1:30, 11-year-old boys at 2, junior and sen ior high boys at 2:30.
