RAZOR STOLEN A $10 electric razor was report ed to city police Thursday as stolen from the electric repair shop of Clint Kuhn, 1233 Edge water St, Kuhn told police a custo mer came in asking to exchange an electric -heater for a toaster. Ringle Named Artist Series Head for '52 Phil Ringle, junior in economics at Willamette University, was named by the Student Council Thursday to serve as manager for the University's Distinguished Artists series next year. . Ringle, a 1949 graduate of Sa lem High School, is the son of Mr. and Mrs. R. H. Ringle, Salem. The new concert manager is a member of Sigma Alpha Chi, ser vice organization for Outstanding sophomore men and Cardinal Key, honorary for outstanding upper classmen. This summation by Dr. Edward Rapp of New York, director of the program for American Bap tist Convention, climaxed a forum discussion on juveniel protection at the annual meeting of Oregon Council of Churches in Salem Thursday. More than 100 persons at tended the forum, opening session of the conference. Circuit Judge Joseph B. Felton, who conducts Marion County's court of domes tic relations, was moderator. Rapp declared that the home is basic to solution of the nation's problems with youth, but that the home is not strong or complete without church influence. All too often, the panel agree.1, churches and all other youth groups fail to attract or to serve the children who need them most. Community resources for ju venile protection were outlined by James Lamb, superintendent of MacLaren School for Boys at Woodburn, as including medical services, rpecJal school, attention, church guidance, psychiatry in child guidance clinics, courts, lo cal policemen and parents. He urged use of the resources "con structively as parent or friend. . . . Don't worry whether what you do is absolutely right according to theories, but do it in a friendly manner." Lamb noted that many children who pnticipate in church pro grams are "dropped at the door" by their parents, and declared that any youth program is worth less unless the parents follow through. He and others- pointed to the need of conferences to learn the wants and problems of youth and to take means of answering them, with community -wide coordina tion essential. Rapp told also of the program his department carries on, includ ing Christian sponsorship of chil dren as pals, community surveys, recreation laboratories, junior cit izen camps for children with prob lems. Oregon may Join the seven states which have such camps, he said, in which one leader to each five children attempts to meet in dividual needs. One camp had 82 per cent success in rehabilitation, he reported. .
