Oregon, deems it necessary and ex
pedient and hereby declares its purpose
and intention to im Drove North six
teenth Street from the north line of
Roosevelt Street to the south line of
Condit's Addition, in the City of Salem,
Marion County. Oregon, at the expense
of the abutting and adjacent property,
except the street intersections the ex
pense of which will be assumed by the
City of Salem, by bringing said nor
tion of said street to the established
grade, constructing- cement concrete
curbs, and paving said portion of said
