State Budget
' Slashing of many state depart
ment budgets provided the
state's expenditures for the 1951
3 biennium are to be kept within
the estimated revenues will be
necessary. State Budget Director
Harry S. Dorman said Wednesday.
Dorman said he based his state
ment on budget requests received
from approximately 95 per cent
of all state departments. The bud
get director said he would devote
much of the next four weeks con
ferring with department heads
and investigating the various bud
get items. 1
"All budget items will have to
be justified before they will be
approved by the budget depart
ment," .Dorman said.
At the conclusion of conferences
Dorman said his department
would prepare the governors bud-
tret i or we next legislature which
must be in printed form not later
than' December 20. r T'?;-- j
After the legislature convenes
state department heads will again
be called upon to justify budget
requests before sub-committees of
the joint ways and means group.
, Tiii . fj thr atn rl financial
deficit estimated at $34,000,000 by
the end of 1953, officials predicted
the ways and means committee
would be tougher than ever.

The recent report of Dr. T. C
Holy, Ohio State university, bas
ed on his survey of Oregon's el

Bex Putnam, state runerintendent
of public instruction, told mem-
Ders oi the state board of educa
tion meeting here Wednesday.
Putnam said it is natural there
will be some disagreement in con
nection with several reomm enac
tions and this was to be exnected.
"But, as a whole," Putnam said,
I consider it a good report." -
Recommendations contained in
the report are being studied bv
members of the state board of ed
ucation and later will go before
the legislature in the form of bills.
Purpose of the surrey was to
Improve both the elementary and
secondary school systems in Ore-

Feed Grains
Firm; Wheat
Gains Minor
CHICAGO, Sept 20-AVFeed
grains and soybean futures were
strong today on scattered buying
and short covering. Wheat moved
uncertainly but was above the
previous close most of the time.
Unfavorable weather, and indi
cations that exports of feed grains
and soybeans will be tugher dur
ing, the 1950-51 crop season, caus
ed some buying. There also was
some cash demand for oats, and
marketings were light at 27 cars.
Some wheat buying was at
tributed to flour mills. Export
news in wheat was not encourag
ing, however.
Wheat closed to higher,
corn 1 to 1 higher, oats 1 to 1
up, rye to higher, soybeans
1 to 2 cents higher, and lard 13
cents a hundred pounds lower to
2 cents higher.
