pact allies Tuesday they are drag
ging their1 feet in the race to re
arm against Russia.
Informed sources said this word
will be passed to the 12-nation
council of deputies by its American
chairman, Charles M. Spofford, at
its second .session here.
Spofford, Just back from Wash
ington after presiding at the first
talks last month, is expected to tell
his colleagues .that their plans fail
to provide . enough manpower,
skimp on the switch-over " from
peace to, war production, are too
slow and lean to heavily on the
United States for money, men and
materials. ,
Spofford told newsmen that he
found in Washington "a very great
determination that the United
States is prepared to do its full
part in the speedy build up of the
defenses of the North Atlantic area
based on the confidence that the
other members are prepared to do
their full part." . :;
"Returning now for the second
session, we hope to take other con
crete steps in that direction," ho
added. ' " ' .
Immediate Job of the deputies is
to arm and man western defenses
from the Arctic to the Aegean in

-Billy Graham, founder of the
youth for Christ movement, start
ed his fifth week of evangelistic
sermons here today. He already
has preached to over 400,000 peo
ple in what he reports is the most
successful campaign of his career.
His sermon today, to 13,000 per
rons crowded into the specially
built tabernacle, was a fundamen
talist description of heaven. Gra
ham said heaven was "as real as
Los Angeles. .
The assembly was his smallest
Sunday afternoon crowd since he
opened the revival program. A
sizzling heat wave of four days
has apparently kept many at home.
Hundreds turned away today from
the outdoor seating facilities when
the open-sided roofed tabernacle

Later this week, the young ev
angelist plans a mid-town rally at
noon hour for the convenience of
office workers. Graham said, he
hopes to have 50,000 turn out in
the park mall near the business
