measures,. Elf strom interpreted the
vote as "public acceptance of our
city's long range plan."
The voters approved four bond
issues and a special tax, and re
jected only a proposed airport im
provement tax.
"Fact that our voters singled out
one- Issue to oppose," , reasoned
Elfstrom, "leads me to think they
really considered each of the is
sues on its own merits."

In Hhe democratic race for the
house of representatives, Guy
Shumway .of McMinnville, only
name on 'the ballot,-was checked
1,377 times out . of . about 2,700
democratic votes least. While so
many flames were' written in that
the tally had, not been completed,
it appeared that Dean Holmes,
Sheridan publisher, .would be the
seconds democratic candidate for

city of Falls City failed to set up
proper election machinery for its
special vote on a charter amend
ment and Park Calkins,, an elec
tion board chairman, was within
his rights,, when he refused to
distribute, the city ballot, accord
ing to a ruling today by R. S,
Kreason, Polk county district at
torney. . ! . -- : V
Kreason stated that the council
in Falls CHjcJiad failed to desig
nate the special election and had
failed to provide' poll books.'
The amendment would revise
the city charter along the lines
of a model charter of the League
of Oregon Cities.
Since Falls City preftnets in
clude both rural and city voters,
the board had no way 'Without
city poll books of- determining
who- was eligible to vote.
The special election was void
ed; when Calkins refused to give
out city ballots. The regular pri
mary election was handled with
out incident by the Falls City
boards. , J
