Editors Meet
With President
WASHINGTON, July 26 -VPh
Prcsident Truman, who in the post
has had some biting things to say
about the American press, spoke
a good word today.
He told a group of German and
Austrian editors and publishers
that the United States has "great
many wonderful newspapers. Mr.
Truman did not name any he had
in mind.
The president received the for
eign newspapermen in the rose
garden of the White House where
he posed for photographs with
them. He said he understood that
the visitors nod heard it wouldn't
be possible to be photographed
with the United States chief ex
ecutive and he wanted to give
them their opportunity to have
this done.
The foreign newsmen 19 Ger
mans and 3 Austrian arrived
here Monday for a four day stay
in the capital to observe the way
government officials meet with
newspapermen. Their visit to this
country was arranged by the of
fice of education.
Boy Drowns
In Ocean at
Church Camp
REDMOND, July 26 -WV The
death of a Redmond boy in the
surf at a coastal church camp was
reported here today.
Lloyd Welch, 17-y.ar-old son
of Lawrence Welch, Redmond,
drowned yesterday at Camp Wi-Ne-Ma,
a Christian Service camp
on the Oregon coast near Tilla
mook. ' r
The Rev. O. Wendell Herbi
son, Redmond, said Welch took
a boat out into the breakers de
spite a warning. The boat was
knocked over by a wave, and
Welch who could not swi
was carried off by the undertow.
The body was recovered later,
but five and a half hours of arti
ficial respiration failed.
It was the camp's first fatality
In 13 years of operation.

ation administration in giving the
American pulp industry a shot in
the arm was requested today by
Rep. Jackson (D-Wash).
Jackson suggested thate ECA
Administrator Paul Hoffman ask
Britain and Canada to break off
their agreement whereby the Bri
tish buy nearly all of their pulp
from the dominion.
In a letter to Hoffman, the
Washington congresman pointed
out that most of Britain's dollars
tome from ECA funds.

Pacific railroad disclosed today it
has started to lay off 400 mechani
cal employes, 220 of them in the
Omaha shops.
Railroads customarily call such
layoffs "furloughs."
P. J. Lynch, vice president, said
he hopes they are furloughs in this
ease "but I'm not too optimistic."
The world production of crude
petroleum in 1948 was: 2750,190,
000 barrels of 42 gallons each.
Philippine Huhs Infiltrate
Manila to Escape Fighting

MANrLA-(INS)-Filippino police officials are convinced that scores
of Huk guerillas, attempting to flee from hard hitting government
forces in Central Luzon, are infiltrating into Manila.
The new wave of infiltrations is caused primarily by a major mili
tary campaign in which nearly 3,000 crack Government troops have
been hurled into bitter fighting against the insurgents in Central
Luzon.
At least, this is the belief of
Colonel Eduardo Quintos, Manila
Police chief, who said he is pro
hibited by law from arresting
"peaceful" Hukbalahaps living in
the Philippine National Capital.
He told International News
Service:
"At present, wo know the loca
tion of most Communists and Huks
in Manila. But there is no law
that says we can apprehend them
for holding membership in the
Huk movement.

"Theie are many Huks in Man
ila. I call them ex-Hukbalahaps
because they do not disturb peace
and order although many are sent
to the city to gain information."
Actually, the Huk spy system is
sj well organized in Manila that
some observers claim its- destruc
tion would be impossible under the
present Philippine legal code.
Quintos Indicated that even
government officials are not free
of suspicion. A police officer was
recently arrested when his mem
bership in the Hukbalahap move
ment was discovered.
As a result, Quintos said care
ful screening of all policemen and
officers have been undertaken. He
added:

Quintos asserted that it Is im
possible to estimate the Huk popu
lation in Manila or make similar

A revolt against the government
of President Galo Plaza Lasso
flared and died in a matter of
hours here early today.
The government listed only two
casualties, a policeman killed and
a police chauffeur wounded by
the gunfire of a rebel prisoner
as the two were driving him to
police headquarters.
Swift counter action repulsed
an armed attack on the president
ial palace. Troops rounded up
Col. Carlos Mancheno, former
dictator, and a group of aides as
they were trying to induce a tank
detachment in the southern part
of the city to join the uprising.
Up to 60 persons, mostly retired
military men, were arrested.
Mancheno in 1947 overthrew
the constitutional government of
President Velasco Ibarra. His dic
tatorship lasted only eight days.
Ho resigned and fled to Argentina
after provincial troops loyal to
the constitutional government
headed for Quito and defeated
units of the Quito garrison in a
battle 50 miles south of the cap
ital. He returned later and de
voted himself to farming.
