Work of reconstructing the Sweet Home-Holley highway is well under way. The freeze of last winter almost completely des troyed the surfacing on this stretch of road. I -Mr. and Mrs. Joe Stevenson who have been living in Idaho where Suit Opposes State Law on Butter Grades A suit to remove state regula tions for the grading of butter was filed by the Oregon Creamery Manufacturers association Friday in Marion county circuit court The complaint, prepared by Ralph Moody of Salem, former as sistant attorney-general, names E. L. Peterson, agriculture depart ment director, as defendant. Butter manufacturers charge butter grading regulations dele gate legislative authority to an ad ministrative body, the state agri cultural department. The suit also charges a lack of adequate standards on which to base regulations. Moody partic ularly questioned a ruling pro viding that butter must have a "pleasing flavor." A pleasing fla vor to one official might be dis tasteful to another, he said. Moody believes that the agri culture director, unless stopped by law, will attempt to cancel li censes of butter manufacturers not complying with regulations and will have criminal complaints issued against them, to their "ir reparable damage and injury." Doctor Claims Deterioration9 At Institution (Story also on page 1) Dr. Horace G. Miller, in filing a civil service appeal from his recent discharge from the staff of Ore gon State hospital. Friday criticiz ed sharply William Ryan, coordi nator of state institutions, and termed his discharge, by Dr. Char les Bates, a "hasty action." Dr. Miller's statement in part said: "For quite a few months. I have been extremely unhappy over the developing and progressively de teriorating situation at the Oregon state hospital, Hillcrest school for girls and Oregon Fairview home. These institutions have done a lot for me and I have for each of them deep feelings of obligation. At times during the past 14 years I have served each of them more or less effectively but at least with pleasure and profit to myself. Hostility Charged "It has recently become increas ingly difficulty for me to serve with self-respect under Ryan's re gime of out -spoken hostility to psychiatry and to sound psychia tric principals. It would be gross ingratitude for me to now quietly step out and leave these institu tions to suffer a needless load of self-seeking, over-all supervision without doing what I could to bring some of the present situation to public attention. "The elective officers of the board of control have been given at least distorted and misleading information by Ryan in his divide-and-rule methods. He has acted by the installation of fear to keep those who could properly inform the board of control, afraid to consult with their elective officers for fear of losing their jobs. Requesting: Review "I am requesting a review by the civil service commission of the hasty action of Dr. Bates- Regard less of the outcome of this hearing my family and I intend to stay in Salem and I will always take a deep and abiding interest in the state institutions which have done so much for me. "It is important to those who are less able to defend themselves than I that arbitrary, autocratic, poorly considered use of power shall not go unchallenged. It has been reported in the press that Ryan is not afraid of any charges I might bring. He should remem ber that it is not I who is bring ing the charges.
