    'Hiring Halls'
Ruled Illegal
WASHINGTON', April
hiring hair plan tit seamen was
declared illegal Tuesday by the
National Labor Relation- board,
although union leaders have said
they will strike if necessary to pre
serve the system.
The board said the plan now
used on the Atlantic and Gulf
coasts by the National Maritime
union (NMU) and American Ra
dio association (ARA), both CIO,
is contrary to the Taft-Hartley
law.
The board had outlawed similar
contract provisions on the Great
Lakes last August The NLRB
ruled that union members are fa
vored for Jobs under the hiring
halls "beyond the p read venture of
doubt"
The Great Lakes decision is be
ing appealed to the federal court
ml appeals.
A CIO official yesterday told
oongress that unless lawmakers
lift the T-H ban on hiring halls,
union seamen will strike when
their contracts expire June 15.
