Plan Would Fix

A bUl calling for a plan of fixing county officials' salaries according
to population "figures is being prepared this Week for eventual intro
duction into the state legislature, Marion County Clerk Harlan Judd
said Wednesday.
' Main features of the plan, which were reported by Judd last No
' vember, are being polished and brought up to date, he said. The pro
posed bill would boost virtually
. all elected county officials' salar
- ies and would erase existing dis
; cfepancies between scales of var
ious officials. -
Judd stressed Wednesday that
Ithe bill was not yet ready for
. presentation but that "he was
, working on it." It is a recommen
, Ration of the Oregon County
Clerks association and is endorsed,
he said, by practically all the other
county official groups.
In this county an annual salary
of $4,800 would be paid alike to
the county clerk, sheriff, assessor,
school superintendent and countv
Judge. The county treasurer an f
recorder would receive $4,4000 and
the two county Ticommissioner,
$3,840 each,

officials are $3,600 for sheriff,
assessor, treasurer, scheot super
intendent, recorder, and commis
sioners, and $3,840 for the clerk
and county judge.
: For Polk county the annual
scale would be. under th pro
posed bill, $3,720 for the county
clerk, sheriff, assessor, school
superintendent and county judge.
The county treasurer would get
$3,300 and the county commission-
rs, $10 per day.
The proposed plan would oper
. ate on federal census population
; figures. In this category Marion
J county Is in the 75,000 to 100,000
population class and Polk in the
I 10,000 to 25,000 group.

nounced Wednesday.
Soulier, widely recognized as an
-Oregon artist, did not make known
, his plans for the future.
R. L. Elfstrom, head of the
store in which the gallery Is locat
ed, said, "We are sorry to lose
Larry, but we plan to continue the
gallery." He had no announce
ment of plans for a successor to
Soulier. '
Boulier had directed the art gal-
lery since its establishment in
1946, after Elfstrom adopted the
gallery plan si Boulier's sugges
tion. Boulier said he has taken great
pleasure in the interest of Salem
youth in art appreciation and in
"the building of friendships among
those who realize the importance
of good art in a community.

the American governor of Guam
announced today. f
. Quoting "admissions" by two of
the men, the governor said the trio
carried her off into af jungle Dec
ember 11 and raped her after one
man beat her into unconsciousness.
The case was broken by discov
ery of the smock of Miss Fams
worth. 27year old San Francisco
woman, in a car driven by one of
the trio. A lie detector brought
over from the United States by a
Berkeley, Calif., officer also was
given credit for "pointing the sus
picion at the men now accused of
the crime S
Miss Famsworth was seized in
a jade snop wnere sne woraea
part time. She was found the next
day in the Jungle, unconscious and
her clothing torn. She died Decem
ber 13. !

Mrsf Helen S. Boweii, a resident
of Oregon since 1912, will cele
brate her 82nd birthday anniver
sary today at the Boyce Nursing
home, where she resides. She is
the mother of Marlon Bowen,
Marion county welfare adminis
trator, and Mrs. William Simp
son, Tacoma. f
Mrs. Bowen was born Jan. IS,
1857, In Nebraska, where her fa
ther established in 1881 the first
sawmill in Arago. He was in 1870
a member of Nebraska's first leg
islature. She came to Oregon from
Livingston, Mont.

Smith of the Salem ifire depart
ment was reelected president of
the Marion County Firemen's as
sociation and Walter Kruse of Mt
Angel was named secretary at an
association meeting here tonight.
Approximately 120 firemen from
over the county attended. Will2
P. Roble, chief of the Salem De
partment, urged the inember sta
tions to report on their equipment.
This information Chief Roble said,
will be worked into a! master plan
for use in a "mutual aid" progr
among towns in this county.
E. B. Stolle, publisher of the ML
Angel News, outlined the need for
good cooperation between fire de
partments and local I newspapers.
Other speakers included C. E. Gels
dorf and A. J. ButschJ both of the
state fire marshal's office.

Having Affairs With 40 Women
GLEND ALE, Calif, Jan. 12-(JP-A Baptist minister, father of four
children, today blamed "disgruntled" parishioners for charges he had
affairs with 40 feminine members of his church.

"entirely false" charges made in
Superior court.
Mrs. Sadie Williams and Fletch
er Edgar Maxwell said they were
suing for members of the church.
Mrs. Williams and Maxwell
complained that they j sought to
bring before the church member
ship evidence of "fantastic con
duct" and "incredible peccadillos"
of the pastor, but that Dr. Brough
er removed deacons who wanted
to present the charges

Other Allegations
The suit alleged further that:
"In condemnation and rejection
of church views and Christianity,
J, Whitcomb Brougher, jr., has
debauched many of the women
members of bis congregation.
"He has caused disruption in the
marital relations of numerous fam
ilies. I
"He has promiscuously osculat
ed (kissed) young girls who are
members of the congregation.
"He has openly boasted of hav
ing meretricious (vuglar) relations
with over 40 women, j

tain a mistress and otherwise dis

The minister, in a i statement,
said the action "is only a repetion
of accusations brought four years
ago by a small disgruntled group
of members and former members
of the church."
"The matter," ho added, "was
completely and thoroughly review
ed by a committee, the board of
deacons and the entire congrega
tion, all of whom found the ac
cusations entirely false and with
out foundation."

Apprenticeship
The veterans administration in
Washington, D. C. has approved
initial two years training of world
war II veterans with the Pacific
Telephone and Telegraph company
in Oregon, the Oregon state de
partment of veteran affairs re
ported Wednesday.
The department indicated that
efforts will be continued to seek
approval by the VA of third and
fourth year veterans training with
the company. This would enable
an additional 500 veterans em
ployed by the company to receive
subsistence payments under the

Last-minute approval by the
VA of the first two years' program
nullifies a state apprenticeship
council decision of last November
disapproving the program because
it did not meet state standards
and assures continued receipts of
the subsistance payments by near
ly 300 veterans training for skill
ed jobs with the phone concern in
Oregon .the veterans affairs de
partment said.

Newly Repainted
WEST SALEM, Jan. 12 New
paint job on the city hall club
rooms is nearing completion. The
paint was furnished by Blue Lake
cannery and West Salem Lions
club and painting was done by
members of Kingwood Masonic
lodge. The Lions and the Masons
use the club rooms and the Lions,
under arrangement with the city
council, several months ago, in
stalled a water heater.

Mrs. Rebecca Tarlow of Portland,
Ore., and Mrs. Bessie Leton of
London, England, are to share the
estate of the 52-year-old writer
who committed suicide January 3
because he feared approaching
blindness.

000, which is 30 per cent above
that, of 1948. Phil Brandt, secre
tary, told the 300 persons in at
tendance at the annual meeting
held Wednesday at Salem Cham
ber of Commerce rooms.
Membership, too, had 'increased
during 1948, making a total now
of 875, which is 26 per cent more
than the previous year. The 1947
membership increase was 23 per
cent, according to Brandt's report.
Members voted to buy addition
al stock so that they could retire
remaining government capital
within a. year or two . Following
this, the group decided to take
subscriptions at the meeting, with
64 members signing up for addi
tional stock and others signifying
they would do so in the near fu
hire.
Ernest E. Henry, president of the
Production Credit corporation,
headquarters at Spokane, princi
pal speaker of the afternoon, em
phasized that the government was
eager for the association to be
come entirely membership owned.
Claude Buchanan, Corvallis,
presided and introduced Noel Ben-
nion and Dean W. A. Schoenfeld,
both of Corvallis, C. A. Sprague,
Ben Newell and E. A. Geary who
each spoke briefly.
G. H. Fullenwider of Carlton
and E. A. McCornack of Eugene
were re-elected directors. At a
meeting of the board of directors
later E. W. McMindes, Astoria,, was
elected president; E. A. McCorn
ack. vice president , and Phil
Brandt retained as secretary. Nam

Navy Training
Officers Named
Several training officer ap
pointments were made at a meet
ing Wednesday night of the naval
volunteer aviation unit 13-7 at the
Salem airport.
The new appointments included
Lt Ivan J. Esau, flight training
officer: Lt. (j g.) Glen Fravel, as
sistant flight training officer; Lt
Charles Pillette, instrument flight
training officer, and Lt Edward
O. Schiess. enlisted ground train
ing officer.
About 52 members attended the
meeting. The group meets again
next Wednesday at the airport at
8 p.m.

Polled Hereford association was
reelected at a meeting last night
in the Salem Chamber of Com
merce rooms.
President R. B. Sears. Salem.
appointed a committee to meet
with the horned Hereford breed
er group here to arrange a sale for
April or May. Director Paul
Townsend, Gervais, was named
chairman. Other committee mem
bers included Director B. O. Tom,
Alsea; and Vice President R. A.
Ward, Halsey, and Richard Hib
bard of Imbler.
Hibbard, a national director of
the American Polled Hereford as
sociation, spoke on the Hereford
show and sale at Denver, Colo.,
last December. A total of 35,000
head of Hereford cattle were reg
istered in America last year an
increase of 100 per cent in the past
five years, Hibbard said.

agent from Salem, and Directors
Roy Newport, Detroit: C. E. New
ton, Corvallis and Frank Stud
nick, Scio. About 30 attended the
meeting last night with 10 of them
