Dec. 8-(JF) ' -Klamath Falls has imposed a tax on the Pacific Telephone and Tel egraph company, in what may ev entually become the first test of a state law. Mayor Ed Ostendorf notified the telephone- company that the city would levy a 5 per cent gross income privilege tax for operat ing here without a franchise. The telephone company's old franchise expired last January, but city and company officials have not been able to agree on terms for a new one.
