Gervais Dies
Leo Bauman, long-time resident
of Gervais, died Tuesday in Sa
lami at -the age of 69.
Recitation of the rosary will be
held in the Unger chapel Wednes
day night at 8 o'clock. Funeral
services will be Thursday at 9:30
ajn. from the Sacred Heart church
in Gervais with interment in
Sacred Heart cemetery.
Bauman is survived by his wife.
Mrs. Katherine Bauman of Ger
vais; two sons, Albert of Crescent
Lake, Or., and Alfred of Gervais;
a daughter, Mrs. Margaret Barnes;
a brother, Stephen Bauman of
Woodburn: .a sister, Mrs. Theresa
Zoller of Portland, and a grand

It Is proposed that the Salem City Manager form of Govern
ment be repealed and all authority be placed in Three Elected
Commissioners. '
I j The First shall be a Mayor-Commissioner the head of the
Commission of Public Affairs and Finance composed of city treas
urer, ,city recorder, city planning commission, civil service com
mission, library and housing authority and all duties of mayor.
j j The Second shall be Commissioner of Public Health and Safety
Slid in charge of Police Dept., Fire Dept., Health Dept., and Box
hig Commission.
! ! The Third shall be Commissioner of Public Works and Property
N charge of Water Dept., City Engineer, Street Supt., Sewer or
Sewage Disposal Dept., and Airport Dept.
I ! All of the duties and powers of the city council shall be invested
in, the Commissioners and they are directed to reorganize .the
work of their separate departments to increase efficiency anf re
duce costs. They shall serve Four years with terms so staggered
that at least one shall be elected every two years. The city attorney
and city judge are also elected to act as a balance of power. All
Other! city employees shall be under a strengthened civil service
system.
j ! It is possible that the elected Commissioners could save the
people of Salem from $15,000.00 to $20,000.00 per year in actual
cash or improved and increased services as suggested in the fol
lowing manner:
1. The Mayor-Commissioner could absorb the duties of city
treasurer which would release $3,900.00 toward the payment
of his salary.
1. The Commissioner of Public Works and Property could ab
sorb the duties of city engineer, water dept. manager, park
supt., airport manager, with the majority of the details handled
by the present assistants and chief clerks, thus making $18,
808.00 available for payment of Commissioners salaries and
other necessary salary increases due to increased duties.
3. The city managers office being eliminated will leave $12,812
more available.

New Lawyers
Most of Oregon's new group
of 70 fledgling lawyers appeared
in the state supreme court cham
bers Tuesday 'morning to gain their
bar certificates. They were, wel
comed by W. W. Balderree of
Grants Pass, president of the state
board of bar governors, who cited
' the opportunities of law practice
in Oregon.
Chief Justice George Rossman
' urged the new attorneys to treat
every case as "the most important
thing."
Included in the group was one
woman, Catherine Zorn. formerly
, of Salem. Most of the men were
accompanied by parents, wives
and children. All were luncheon
guests of the bar governors at the
Marion hotel following the cere-

For Car Strappings
A 17-year-old Salem boy is
being held in the Marion county
juvenile ward on charges of strip
ping five parked cars in the Sa
lem area last weekend.
Sheriff Denver Young told city
police Tuesday the youth said that
he and another boy committed the
accessory thefts last Saturday,
Sunday and Monday nights.
The pair, Young said, stripped
three cars in Salem and two near
