As the months passed, the dif
ferences between the Russian
commander and his western oppo
site numbers deepened. And now
Frau Schoeder has landed square
ly in the middle of an Intense
East-West stuggle over Berlin and
the wider issue of Germany.
Hers always was an uneasy job
of meeting the minds of East and
West without of fendfng either.
She was doing well, all agree. But
then this last great crisis develop
ed in which the Russians are try
ing to squeeze the western pow
ers Out of Berlin through a block
ade.,:

"Since' the Kommandatura (al

must deal with four commanders
where I used to-work with
single allied body," Frau Schroed
ed says. "Everything I want to do
must .have four approvals, al
though the western commanders
usually act In unison.
What's worse, .the commanders
are beginning partly to work
through their borough mayors.
That must be overcome. I am
working , to hold Berlin together.
No matter what the allies say or
do Berlin is a unit, and . I was
chosen mayor by and of all of
Berlin."
To Reject Orders
She had to reject Russian ord
ers, for example, that the soviet
east mark was the only legal cur
rency in Berlin, although she
knew the circulation of both
East and West money in the capi
tal would lead to economic con
fusion.
Frau Schroeder was born in
Altona on April 2, 1887, the dau
ghter of a construction worker
who also was a social democra
tic party functionary. By the age
of 23, she had taken to politics in
the social democratic party, and
interested herself particularly in
social welfare problems.
Former Deputy
When the nazis seized power In
1933. she was a reichstag deputy.
The nazis soon suppressed her
party and forced her into political
retirement. She was put under
police watch. To earn a living,
she started a small bakery but
the nazis boycotted her and forced
her to quit
She lives in two rooms sublet
from a friend in a small house
with a garden in the Borough of
Tempelhof near the huge airdrome
where American argo planes fly
in day and night with supplies
for Berlin.
Like many another Berliner she
loses sleep because of the con
stant drum of the planes as they
come in to land. But that doesn't
bother her.
Glad to Hear Planes
"It is helping now to stave off
starvation, she says. "Each plane
that arrives stretches the food so
much farther and helps us to keep
a three to four weeks reserve on
hand.
"But in another three months
winter will be here. What then?
We must have coal for the house
holds. And every plane bringing
in coal means so much less food.
"I hope a decision will come by
then."
Swan Island Shelter
Closed by Red Cross
PORTLAND, Aug. 28-iTVrhe
Swan Island shelter, which cared
for, 2,200 Vanport flood refugees,
was closed by the Red Cross to
day after the last refugee found
living quarters elsewhere.
The downtown Red Cross ware
house closed, too. From it had
gone 35 tons of clothing and 33,-
000 articles of furniture to flood

The high cost of living in Canada
appeared today to he mounting to
ward the national crisis point.
To the individual this upward
price trend is a tougher matter in
Canada than in the United States,
for the average Canadian earns
less than his neighbor to the south.
A recent estimate put the aver
age pay of the Canadian industrial
worker at $37.02 per week, 'com
pared with $51.68 at that time for
his UJS. counterpart.
Seeks Emigration Check
Recognizing the lure of more
cash in the pay envelope, the Can
adian government has sought to
check the southward emigration of
talent by fostering the theory that
higher living costs would offset
higher UJS. wages.
But actual comparisons show
that item for item, almost every
thing but meat, dairy products and
services cost more in Canada than
in the United States.

says the dominion cost of living
index, already above anything in
Canada's history, rose 2.6 points
to 156.9 in July, the last month
reported.
Beef Prices Rise
A month ago beef steaks sold

sells up to 81 cents a pound and
a price ceiling of 74 cents a
pound was reim posed recently on
butter which Is a scarce item.
Controls have been clamped also
on the price of bread, which jump

studying the whole problem of the
upward sweep of prices In the
hope of breaking the trend.

to consolidate the twin towns of
Milton and Freewater ran into
a legal snag today. .
City attorneys of , the two towns
contended the proposed consoli
dation charters were illegal. They
argued that all members of the
city commissions must-approve a
single charter, or. must agree upon

The argument postponed a de
cision, on when to call a special
consolidation election. A similsr
