Tobin Rejects

An associate of Daniel. J. Tobin,
president of . the International
Brotherhood of Teamsters (AFL)
said today, Tobin had rejected ap
pointment by President Truman
as secretary of labor.
Thomas EL. Flynn, Tobin's execu
tive assistant, said the teamsters'
chief also had declined the ap
pointment from President Roose
velt. "Never before has publicity been
given to Mr. Tobin's refusal to
become a cabinet member, not
once but -twice," Flynn wrote in
the August issue of "The Interna
tional .Teamster."
The article said President Tru
man called Tobin to the White
House last June 29 and offered
him the post vacated by the death
of Secretary of Labor Lewis B.
Schwellenbach on June 10.
. "Mr. Tobin declined the appoint
ment from President Truman as
he had declined a similar appoint
ment from President Roosevelt in
the fall of 1943," Flynn said.
Flynn added that Tobin also de
clined to recommend anyone to
the president for the vacancy.
"Mr. Tobin's rejection of the of
fer by President Truman does not
indicate a lack of appreciation of
the confidence ' of the president,"
the article went on. "Nor can it
be construed as opposition to Pres
ident Truman or the democratic
party.
"Instead It was in conformity
with Mr. Tobin's determination to
remain strictly neutral until the
campaign gets under way and the
position of both parties and their
candidates has become clear."

Temperatures are expected to
remain in; the 90's today as a blaz
ing sun sent the mercury reaching
for record readings Saturday in
Salem and over the rest of the

In Salem, thermometers touched
92 degrees as thousands quit the
hoC cities for cooling mountains
and beaches. U. S. Weather Bur
eau at McNary field predicted ear
ly this morning little change in
temperatures is expected until
Tuesday, when clouds are predict
ed. . The Dalles reported Oregon's
highest reading of the year Sat
urday 103 degrees. The Asso
ciated Press said. High temprea
tures over the state forecast a ser
ious forest fire danger. The beach,
however,; with an expected 65 de
grees today, promises heat relief
to visitors.
Throughout most of Oregon
temperatures Saturday were high
er than the previous day. Ontario
recorded 97, Medford 95, Pendle
ton, Portland (and Salem), 92, and
Eugene and Roseburgv 90.
In a month - end report the Mc
Nary field weather bureau report
ed that July's rainfall in the Sa
lem area was nearly twice the nor
mal amount. A total of 0.60 of an
inch of rain fell during. July; the
average July precipitation is 0.39,
the weatherman said.
Curiously enough, however, it
was reported that June rainfall
was 0.22 of an inch under July and
far below the June normal which
is listed at 1.21 inches. :

INDEPENDENCE, Mo., July 31
(P)-President Truman came home
tonight tor a brief rest and to cast
his vote id the Missouri democratic
primary; Tuesday.
He flew into the Fairfax air
port base in nearby Kansas City,
Kan., from the dedication of New
York's Idlewild airport in which
he and Gov. Thomas E. Dewey,
his republican rival for the presi
dency, shared the same platform.
The big DC-6, the Independence,
landed at 8:51 pjn. (EST).
The president, met by his wife
and daughter, Margaret, boarded
a waiting automobile for the drive
td Independence and the big white
frame home on Delaware street
where he said he hopes to get lots
of "sleep."

Canada Cuts
Austerity Tax
On Durables
OTTAWA, July SI-(CP) -In a
series of surprise announcements,
the Canadian government tonight
abolished . the special austerity
taxes ; and the fourfold series of
edicts dealing with bread, oils, fats
and mutton.
Effective at midnight tonight,
the special excise taxes, ranging
up to 25 per cent, cease to apply
on a broad list of durable consum
er goods. The taxes were imposed
in the currency-conservation pro
gram last November 17.
Effective Tuesday, all export
controls will be lifted frdm sheep
and lambs going to the. United
States.-
Abolition of export permits on
sheep "and lambs was announced
by Agriculture Minister Gardiner.
It means that, after Tuesday, far
mers and dealers will no pn.fir
have to obtain permits to ship
livestock out of Canada.
Mr. Gardiner made no reference
to the embargo on beef cattle
shipments to the United States.
Finance Minister Abbott said
continuing improvement of Cana
da's exchange position, the in
creasing effectiveness of direct
measure of control over imports
and the positive efforts to increase
exports -seem sufficiently encour
oging to justify removal of the
taxes and edicts.

31 -JP)-' Andrei Vishinsky, the
Soviet delegate, challenged the
western powers today to accept
eastern bloc decisions in the Dan
ube conference or take a walk.
The take-it-or-leave-it choice
to Britain, France and the United
States in the 11 -nation gathering
was offered in these words:
"The door was opened for you
to come in. The door is open for
you to go out.
That was his defiant answer to
the stand taken a few minutes
before by France against com
mitting herself to any recom
mendations which disregard her
existing and "acquired" rights in
the Danube.
Adrien Thierry, chief of the
French delegation, had declared
his country intended to reserve
all its rights under past Danubian
conventions.
The French position was sup
ported N by Britain and Austria.

that "we are going to have a
Danube conference here and we
are going to put it to work even
though a- small minority may dis
agree with us."

July 31-(F-The French sent an
official note of thanks today to the
Americans for their "previous and
immediate help in the Farben
chemical plant disaster here Wed
nesday." The governor of the French
son Palatinate province said
French authorities and the German
population "deeply appreciated'
the efforts of American fire-fighting
and rescue teams which
worked through the night. The
note was sent to Genf Lucius D.
Clay, American military governor,
and other officials.
The number of known dead rose
to 108 tonight. Officials said they
expected the eventual death toll
to reach at least 200.

Feared Victim
Of Foul Play
VALE, Ore, July 11 -JP)- City
Marshal Harry C Smith said to
day that Mr. and Mrs. J. C.
Perkle, both about 30, transients,
had "disappeared' after their
1831 model car was. found burn
ing on the city dump near here.
Police said it was definitely
established that the car, found
July 25, had been deliberately
set afire and that gasoline ap
parently had been poured over
the vehicle before it was ignited.
State police at Ontario and
Sheriff C W. Glenn, who were
alerted in a search for the Per
kles, said it seemed "they just
vanished."
Authorities were checking for
any evidence of foul play.'
State police said the car had
been sold recently to Perkle by
Don V7. Chamberlain at Burns,
Ore.
