If arrangements can be made, William F. Weinberg, disabled Sa lem chapter member, will tell of his experiences when trapped at Vanport during Sunday's flood. Weinberg, who is confined to a wheel chair, together with his wife and young daughter, lost all their belongings and barely escaped w hen the dike broke. The ladies auxiliary will join the chapter to serve refreshments after the business session. L I Budget Board Puts Emphasis On Salaries (Story also on page 1) City workers' salaries drew major attention from the budget committee which worked over Salem's 1948-49 budget of some $1,370,000 Wednesday night in Sa lem Chamber of Commerce. The 1S monthly raises put into the budget compare with re cent raise of about $10 monthly to state and Marion county em ployes. The budget committee struck from City Manager J. L. Fran zen's budget recommendation a $14,292 item for widening Lib erty street between Ferry and Chemeketa streets, to finance the pay raises. Franzen had recommended only $5 pay raises in most instances, with the exception of $15 pay raises for the 25 police patrolmen and 40 city firemen. Officers of both police and fire forces were recommended for only $5 raises. To Coot City $60.00 Franzen said the police and firemen's request of raises up to $275 plus $15 clothing allowance would have cost the city $80,000 ' which i out of the question at this time." As approved by the budget committee, and now pend ing consideration by taxpayers June 30. the police and firemen will receive $250 monthly, as com pared with last year's scale of $230 plus a $5 uniform allowance. Two city department heads are due for higher raises which Fran zen said are in line with com parable positions in other cities. The airport manager, Wallace Hug. was upped from $3,600 to $4,000 a year ago and Librarian Hugh Morrow from $3,600 to $3,960. These and a few other salary raises slightly over the $15 mark were not changed in the budget committee's alteration of Franzen's budget. Comparable Raises Labor employed by the city was not earmarked for specific hourly rate increases comparable with the $15 increase. Labor funds are separate lump sums, and rate of pay can be determined by the citv council, it was explained. Alderman Albeit H. Gille pre sided over the budget committee composed of the council members and eight citizens. All were pres ent except Alderman David O'Hara who is ill in a local hos pital. Water Truck Sprinkles Road To City Airport A program of keeping McNary field in good shape during the Portland flood emergency was be gun Wednesday. Tt e field is now occupied by passenger planes of United Air JJnes. Western and Northwest air lines which ate unable to land at flood-threatened Portland Colum bia airport. A sprinkler manned by city news are wetting down the South 25th street road leading to the west side of the field and the road comprising the east entrance. A plane carrying drugs and medicines, a gift of the Rexall company druggists of America, landed at the field Wednesday. The drugs were hauled to Port land !estmeo for Washi lg'.cn and Idaho Civil aeronautics uuthority of ficials operating the M-rNary field control lower said they received two additional recei ing sets Wednesday, bringing the total to four. The officials said they are slightly hampered becau-e only ono transmitter has l.een trans ferred from Portland but that they expect additional equipment to arrive todiiy. The officials indicated that the Salem birport may be used for another month should dikes pro tecting the Portland field allow water to cover the landing strips. Some reepage was reported Wed nesday, they said, and the field will remain out of service until tho Columbia subsides. Five to Attend Canada Meet Francis W. State Board Of Education Passes Budget Tho state board of education hero Wednesday approved a bud get of $91,300, covering adminis tration of the basic school fund law for the 1948-49 school year. Salaries and wages were esti mated at $63,000 and operating costs in excess of $22,000. Budget for the current year was $81,000. The board also approved an amendment to current regulations permitting teachers holding high school certificates to teach in jun ior high schools. The state appren ticeship council, under other board action, will serve as approving agency involving applicants for vocational work under the veteraru training program. The state di vision of vocational education will be the approving agency for other on the job training. Glen Weaver, state director of occupational guidance and infor mation, was granted a four months leave of absence to enter military service in Japan. The board ap proved the appointment of WilUon C. Lee as supervisor of trade and industrial education. The board decided to restrict en rollment at the Oregon Vocational school at Klamath falls to 513 with no new classes. The enroll ment reached that figure earlier this week. Phone 9163 Congressmen, President Ask Flood Relief WASHINGTON, June 2.-(JP)-President Truman and congress today took steps to provide disas ter relief, particularly for the flood -stricken Pacific northwest. The president, calling attention to tho devastating Columbia river flood, asked congress for $600,000 for disaster relief. He asked that the money be made available im mediately and that he have auth ority to spend it, as needed, until June 30, 1148. Senator Russell (D-Ga) together with 12 other western and south ern senators introduced a bill call ing for an immediate $75,000,000 appropriation to the federal works agency. Tho agency would use it for emergency repair, rebuilding and reconstruction of public facil ities damaged by floods, fire and tornadoes. Rep. Angell (R-Ore) offered a similar measure in the house. Senator Morse (R-Ore) told a reporter that senators from Ore gon, Washington and Idaho will meet tomorrow morning to draft a measure to provide immediate, emergency relief for the north west. They hope to bring it btfore the senate later in the day.
