Scott Vrges Half of Tax Surplus
Saved for r Rainy Day9; Proposes
Reduced Income Taxes, Surtax
A plan of income tax legislation, surplus fund expenditures and
use of future revenues was urged by State Treasurer Leslie M. Scott
Saturday.
"I urge that a large part of the so-called surplus funds be set
aside as a reserve against future shrinkage of the income tax.' Scott
declared. "Let's not spend the state poor. Common sense, warns that
we hold a substantial part of these
surplus funds for hard times."

holding tax. It will produce not to
exceed 1,5(XMXX).
2. Increase state income tax ex
emption from $500 to $750, Its
former figure. Revenue reduction
estimated at (5,000,000 annually.
3. Reduce surtax from 8 to 7 or
6 per cent. Eight per cent on top
bracket is too high for competition
with other states, Scott contends.
4. Repeal community property
law. Federal tax amendments, for
sharing income tax between hus
band and wife, make the-Oregon
law superfluous, he said.
5. Reject sales tax until income
tax shrinks seriously.
Spending Program
In suggesting a program of ex
pending surplus state income tax
revenues, Scott said:
Expend $50,000,000 surplus (af
ter $6,000,000 deficit) only in part.
Reserve half for "rainy day." Ex
pend $25,000,000 in two years for
salaries of state employes, edu
cation (higher and local), relief,
cities and towns, veterans bene
fits and other sources.
Current expenditures from in
come taxes should be limited to
$40,000,000 yearly. After suggest
ed repeals and other changes,
Scott continued. This provides for
ex pension of expenditures of 25
per cent. This should be ample
and should be carefully safe-

pending, and upon further acts of
the legislature and the electorate.
"Meanwhile the surplus," Scott
said, "is held in the state treas
ury in short term securities, draw
ing interest at from 1 to Hi per
cent, some $30,000 a month.
Scott estimated this surplus
would exceed $54,000,000 less $8,
000.000 deficit by July 1, 1M9. The
deficit was caused by excess ap
propriations over the 6 per cent
limitation, he said.

to the east line of 4th street, in

gon conclave of DeMolay youths,
to be in Salem May 21 and 22. will
