Lt. William C. Hill, atate board
of aeronautic engineer, was nam
ed commander of Salem's Sea
bee reserve, succeeding Lt. Cmdr.
Hollis Libby, at a meeting of the
unit Friday night.
Libby, who organized the unit
about a 7r ago, announced he
was retiring from his position as
engineer with the state highway
commission and wished to relin
quish his command of the reserve
at the same time.
Hill delivered the principal
speech at Friday's meeting, giving
a resume of Oregon's airport de
velopment from 1921 until the
present time.
Lt Cmdr. M. S. Hubbard. Sea
bee reserve officer representing
the 13th naval district with head
quarters in Seattle, also addressed
the group. Hubbard outlined the
progress of the Seabee reserve in
the 13th naval district pointing out
that it may soon become an or
ganized unit like the navy reserve
forces.
Members were shown a moving
picture of a recent navy antarctic
expedition on which Seabeee test
ed new equipment and wearing
apparel that may be uaed in war
fare in sub-arctic weather.

Taken to Hospital
SILVXRTON. March 12 -(Special)-
Mrs, Clara Hubbard, 99,
well - known Silvertoa resident
for the past 93 years, was taken
to the Silverton hospital Friday
in serious condition.
Mrs. Hubbard, who has been
living, with her son near Marqaum
recently, celebrated her 99th birth
day September 28. She was born
in California and moved to Sil
verton In 1885.

Coal Walkout
Threat Hovers
WASHINGTON. March 12-UP-John
L. Lewis hinted today that
another nationwide soft coal strike
is s round the corner unless mine
owners meet his pension demand.
The United Mine Workers' pre
sident sent letters to the 400,000
coal diggers in the U.S. bitumin
ous fields telling them the opera
tors "have dishonored the 1947
wage agreement and defaulted
under its provisions affecting the
welfare fund."
Such language might cause the
miners to decide they are no
longer "willing" to work. The
contract, signed last July 8 and
hailed by the UMW as the finest
ever obtained in the coal fields,
carries a clause pledging the
miners to work only so long as
they are "able and willing."
Board Urges
Dams Include
Fish Ladders
PORTLAND, March 12-yP)-The
state fish and game commission
declared today that Willamette
valley dam construction will hurt
game fishing, and recommended
counter - measures to lower the
damage.
The commissions, in a report
required by law on all public
works programs, said that 90 per
cent of the migratory fish which
now spawn in Willamette valley
rivers will be blocked.
They recommended that two ad
ditional fish ladders be built at
Willamette Falls in Oregon City,
and that 1.543,160 legal - sized fish
be planted annually in the region.
One ladder should be built at the
same time at Detroit and Meridian
dams, they said, and the others
before any additional lock con
struction.
A $1,034,000 project to build
three fish hatcheries was also re
commended. Friend in Need

to get $25 to help a friend who
had been arrested for speeding.
The friend got out of jail when
his father posted bond.
Davis remained in Jail. He
couldn't raise the collateral.

of a treaty setting up a western
European union as a block to com
munism. The pact when ratified binds
Britain, France, Belgium. The Ne
therlands and .Luxembourg to an
automatic joint defense against at
tack ia Europe. Although Ger
many is said to be mentioned by
name as a possible aggressor it is
by no means limited to defense
against Germany alone. Its draft
ers are convinced their agreement
will ultimately attract at least
the tacit support of the United
States.
The complete text will not be
made public before the treaty is
signed here Wednesday by the five
foreign ministers, the negotiators
said. '

- Washington states' supreme
court gave Jake Biro convicted
ax slayer, an added lease on life
today.
The high court split sharply S
to 3 in holding that the husky ne
gro had filed a valid notice of ap
peal from his conviction of first
degree murder. A lower court pre
viously ruled that the appeal had
not Been filed within the time set
by law.
Bird was sentenced to death for
the slaying of a Tacoma woman,
I whose daughter was bludgeoned
and hacked to death at the same
time. He won., an 11th hour, 60
day reprieve from the governor
when officers said he was con
fessing a long string of killings in
the mid-west and west.
Today's court decision appar
ently meant a further indefinite
delay in final fixing of the con
demned man's fate.
