ing. Directed by the national ed

and fal groups, the fund will
send food, clothing and supplies
overseas.

Tooze Suggests
Alcoholic Hospital

Judge Walter L. Tooze recom
mended from the bench today that
the state divert some of its liquor
sales revenue to establishment of
a hospital for treatment of alco
holics. He made the statement while
sentencing a man convicted for
issuing a worthless check while
drunk. "Alcoholics are- not crim
inals in fact," said the Judge, "they
are diseased persons, wholly ir
responsible . . . with one hand,
the state encourages alcoholism,
and With the other it seeks to pun
ish its effects." i

Portland police department, will
become Eugene's chief of police

Jones, i native of Salem and
a graduate of Willamette univer
sity, was chosen from IS appli
cants. He has served in the Port
land police department since 1936.
He will succeed L. L. Pittenger,
who resigned after an incident
involving the slapping of a teen
aged boy here. Pittenger has since
been appointed Oregon City police
chief.

property turnover, was noted
Thursday by Herman Lanke, Mar
ion county recorder. On Wednes
day the mortgages handled to

county are included, most of the
transactions are for Salem or
suburban properties, Lanke said.
Daily fees for all recording
business have been high this week
totaling $164 Tuesday and $112.50

and removed a new tire from a
rear wheel. But he was right ac

Fish vs. Dams
Dispute Slated
PORTLAND, Ore., Nov. 20-W-
The Oregonian tonight reported
that the federal Columbia basin
interagency committee had recom
mended a compromise settlement
of the Pacific northwest fish vs.
dams controversy.
" The newspaper, in a dispatch
from Washington, D.C., said the
settlement recommended:
1. That construction continue on
McNary dam; that five lower
Snake river dams as? well as Fos
ter Creek dam on the Columbia
river, aU authorized by congress,
be started when money becomes
available.
2. That priority thereafter be
given to upriver dams, delaying
construction of the proposed The
Dalles dam until upriver projects
are completed.
3. That an attempt be made to
transplant upriver salmon runs to
lower Columbia river tributaries.
The Columbia basin interagency
committee, composed of represen
tatives from federal agencies in
volved in basin development, held
a public hearing at Walla Walla
last June on a proposed 10-year
moratorium on lower river dams.
That proposal would have ruled
out the lower Snake river dams
for another decade.
The Oregonian reported the
compromise settlement was not
expected to be satisfactory either
to iisnenes groups, who are op
posed to further dam building on
the Columbia-Snake system for a
number of years, or to proponents

Area's Scout,
Cub Population
Set at 2,788
Total Boy Scout and Cub popu
lation of 2,788 was reported for
the Cascade area council, at the
council's quarterly executive
board meeting Thursday night at
Albany as guests of the Albany
scouters. ,
This figure represents a 13 per
cent increase since the first of the
year, the 25 board members who
were present from the council s
five districts, were told. Mayor
Robert Elfstrom, council presi
dent, presided.
Accept Gift ef Laad
The board members set the date
of the council's annual meeting
at January 25 in Salem. The group
also accepted, in behalf of the
council's trust fund a gift of 28
acres of land on the jiqua
creek above Silverton. The ' land
came from Christian Peterson of
Silverton and is to be one of a
series of over-night scout camps
which the council Intends to spot
over this area.
A council-wide waste paper
drive next February also was ap
proved by the board. Purpose of
the drive will be to provide funds
to set up water and sanitary fa
cilities at the over-night camp
sites. Committeemen Appointed
