No one knows how extensive rustling is today, the principal reason being that a livestock owner often cannot tell whether his stock is lost dead or stolen The owner might have 500 calves, and then have only 450 when he rounds them up. If he reports the loss, the state police and depart ment ' of agriculture try to find them. But the officers say live stock theft is the hardest crime to detect because it has been rel atively easy to dispose of stolen Bnimali, as they are sold far from the scene of the crime Effective July 5 The new law, which goes into effect July 3, will make it harder to sell stolen animals. Last year 'state police made only 11 arrests for livestock theft and 39 arrests for technical viola tions of the livestock Inspection and brand inspection laws.
