On Buildings
The ate nertency board will
meet Thursday with the state
board of control - to consider
warding of contract for three'
Rate building projects. One in
rolves construction of treatment
building at the Oregon state hos
pital for which a bid of approxi
mately f 1,516,000-4- been re
ceived. "". '
Another is a patients dormi
tory at the state hospital farm to
cost $50,000. Third project is a
.tunnel connecting several build
ings at the state hospital. The es
timated cost of the treatment
building originally was fixed at
$1,000 .000 and the patients' cot
tage 1500,000.
It is necessary Tor the emer
gency board to join with the board
of control in approving these con
tract because part of the money
for obstruction will come out of
the 10.000,000 state building
fund authorized by the' voters at
a special election in June, 1115.
G3C DECLARES DIVIDEND
NEW YORK, May 5-P)-Di-rectors
cf General Motors corp.
today declared a dividend of 75
cents a share on the common
stock, payable June 19 'to stock
f record May 15. A similar am
ount was paid . in March when
the 75-cent rate was restored af
ter payments of 50 cents in each
of the three previous quarters.

NEW YORK, May 5i)-It was
an up-and-down stock market to
day with frequent rallies and de
clines tending to cloud the specu
lative and investment picture. Due
to a few higher pivotal, through,
the overall average was up for
the fifth consecutive session.
Motors, paced by Chrysler with
a jump of better than 3 on fur
ther short covering and buying
in reflection of the doubled divi
dend and splitup proposal, were
the star performers although they
backed down In the final hour and
ending up 1 at 103. General
Motors held a gain of H at 59i.
The Associated Press 60-stock
composite was up .1 of a point at
63.2, a high price since April 11.
Of 898 issues registering' 353 fell,
322 rose and 223 were unchanged.

CHICAGO, May 5-P)Oats
moved ahead for gains extending
to nearly 2 cents on the board of
trade today, but neither wheat nor
corn displayed any sustained
strength.
Wheat closed1 1 cent lower to
IVt higher. May $2.64 V, corn was
unchanged . to ' higher, ' May
$1.81Vi-y. and oats were i-l
higher, May 904-91.
May wheat was the only bread
cereal contract to show strength,
advancing on short-covering.
In the face of continued excel
lent crop reports, new crop wheat
could not advance. The Robinson
Elevator Corporation of Kansas
estimated the crop in that state
would total 262,500.000 bushels,
which even exceeded the forecast
made last Saturday by C M. Cal
vin of 259,770,000 bushels for the
state.
Spirit of Citizens
Rules Government,
Declares Johnson
It is the spirit of the people
which regulates the-laws, Dr. El
don Lee Johnson, head of the po
litical science department at Uni
versity of Oregon, told the Salem
Chamber of Commerce luncheon
group " Monda'y.
While government changes have
been made at other levels there
has been little if any change at
the county level since the days of
Queen Elizabeth of England, the
speaker said.
Government advances have not
been as rapid as scientific prog
ress. Johnson said, pointing to the
difficulty in adoption of atomic
bomb control measures.

Bids Awarded
Highway contracts providing
for road grading, gravel stock pil
ing,' and bridge building at a cost
of about $670,000 have been
awarded by the state highway de
partment. Resurfacing, grading and stock
piling contracts involve a section
of the John Day-Burns highway
in Grant county and the Milton
Washington state line section of
the Oregon Washington highway
in Umatilla county. Four bridges
are to be constructed on the Oregon-Washington
highway near
Milton.
