CAR STRIPPED
A stolen car recovered by city
police Tuesday had been stripped,
they learned Wednesday after
talking with the owner, Mrs. Mary
F. Haines, 1335 Cross st She list
ed the missing items as four tires
and wheels, a jack, tools, a pair
of reading glasses, rumble seat
and gas cap. Police thought ju
veniles might have taken the ob
jects to use on one of their sim
ilar cars.

Oregon Sociologist Declares
A maladjusted youth whose crimes arc as extreme as the thiee
brutal murders recently confessed by 17-year-old William Heirens in

Chicago is considered the most ad
vanced center for juvenile cor
rectional work in this country,
Argow declared. As far as insti
tutions and corrective procedure
are concerned there is still far too
little remedial treatment of of
fenders and far too much vindic
tive punishment, he said.
Delinquency, while clearly a
symptom of personal maladjust
ment and an index of an unheal
thy society in the opinion of the
sociologist, is hardly as serious
and widespread as many statistics
and much publicity of certain
cases would indicate, said Argow.
Three variables in such statistics,
as 1 iv ted by the sociologist, are
the types and frequency of offen
ses, the efficiency of enforcement
agencies In apprehending offend
ers and the relative degree of
complaint in time rent areas.
Prevention of delinquency. Ar
gow said, depends largely upon
an informed public in which civic
effort will back the work of
trained juvenile aid bureaus in

courts and child guidance facili-
