pancy by the most essential war
workers, - the maintenance of a
sound financing; system for older

supply of housing that will be
available for the duration, of the

tective safeguards for the buyer.
Under the FHA plan, the mort
gage debt on the home Is steadily
reduced by equal monthly pay
ments, which also include inter
est (limited to - a maTimum of
41. per cent on reducing balan
ces), and the FHA mortgage in
surance premium of one-half of
1 per cent These payments also
include amounts sufficient to ac
crue real estate taxes and hazard
insurance premiums in advance,
thereby protecting home owners
against default on these isportant
items. I
Under the FHA plan, existing
homes which meet FHA minimum
standards as to physical sound-
nes and location are eligible for
insured mortgages covering up to
80 per cent of the FHA valuation
of the property and may run for
as long as 20 years. Mr. Johnson
pointed out that on such a loan.
the monthly payment per $1000
for principal . and interest and
FHA mortgage insurance amounts
to $6.73, based ! on a maximum
twenty year loan. To compute the
total monthly payment, he said,
it is only necessary to add 112
of the annual i taxes and 112
of the annual fire and other haz
ard insurance premium.

to a wave of short covering
set off j yesterday by reports of
rust damage .to southwestern
wheat was apparent in the grain
pits today. Buying Interest lagged
and all futures . averaged lower
at the close. Market analysis said '
many shorts had evened up their
positions and were slow to press
the selling side because of uncer
tainty as to how severe the dam
age may be. j i
Commission houses were on
both sides of the wheat market at
the opening : when prices were
mixed, ;but much of the buying
power had been exhausted - yes
terday and when the demand be
gan to; lag prices dropped and
were off as much as a cent until
a rally ; just before the close.
Rye futures were firm at the
start but soon weakened and were
at their lowest points near the
finish. The market followed the
decline in wheat when it became
apparent ' the early demand had
been satisfied.
Wheat closed higher to
lower than yesterday, July $1.58.
Oats were 4 higher to lower,
July 74H. Rye was unchanged
to lower, July $1.07, Barley ,
was off; Va to H, July $1.17.
Reports of clearing weather in
the southwest led to the belief
the winter wheat crop there
would mature ahead of the rust.
Further minimizing the danger
was -the fact that practically all
wheat in the northwest is of rust
resistant varieties.
