Corrigan, gus pended from duty while the navy, a grand jury and a senate com mittee investigates his former en gineering firm's, business with navy contractors, declared today his navy service had cost the firm money. The 43-year-old former presi dent of Corrigan, Osburne and Wells, New York management consultation service, waived his right to remain silent when in formed by the senate's Truman committee that federal grand jury convening in New York to morrow would look into his com pany's contracts with firms he has inspected for the navy. ; Then,", taking the stand, he de clared: "My absence in the service has undoubtedly retarded develop- normally have been expected in such times as these." : Before he testified, the navy had announced it was temporar ily suspending him from active duty and was investigating statement by Senator Truman (D Mo) that a number of firms pro ducing ordnance material had re tained Corrigan's firm to study their production problems.
