I We are assured by ; Prime
Minister Churchill that "we are
more than holding our own

but this week has brought strong
indications that a year ago we
definitely were losing to Hitler's
U-boats.
Secretary Knox declared last
night that over-all allied ship
building for 1942 exceeded over
all allied losses. He offered this
as a correction to the senate's
Truman committee report,wT
which asserted that United . Na
tions shipping losses averaged
1,000,000 tons a month through
1942, "somewhat more" than
construction. Mr. Knox said this
figure was. wrong, but did not
indicate whether too high or too
low.-" ' rj- , . :,
The net result' of this ex
change is to leave the American
public confused as to exact fig
ures, but the unmistakable im
plication of the Knox and , Tru
man statements and other in
formation is that during the
early months of 1942 the allies
were losing ships faster than
j they were building them.
To that extent the Truman re
fport is ' a document comparable
tin significance to the report on
the American navy's losses at
Pearl Harbor. For the second
time the American people, are
! told, a year after the event.

nitz wolf packs do better than
they did last year, ; American
production alone will add 7,000,
000 tons net to the allied pool,
even if 'we accept the probably
excessive 12,000,000 Truman
figure for 1942 sinkings.. And
the British and Canadian ' out
put, not disclosed, will ; be just
so much additional velvet,

power and reclamation dam proj
ects which would substantially in
crease capacity of Columbia river
power plants were scanned by
federal engineers Friday.
One would permit water stor
age in Pend Oreille lake, Idaho,
by damming the Clark fork of the I
Columbia river. The other involves
reservoir , construction 1 in ' Mon
tana's Flathead lake area.
A reexamination of the projects
will be made May 11 and a final
recommendation presented .the
Bonneville advisory board in
Washington on May 20 for pre
sentation: to the war, production
