to the war effort; had been is
sued and sent to local draft boards
for guidance in classifying regis
trants for deferments.
The list, selective service said.
was confined to occupations which
would require six months or more
of training. . I' .: '
The communications services in-
eluded telephone, , telepgraph
newspaper, radio broadcasting,
newsreel and television services
and repair of facilities. t.
Last July the manpower com
mission referred to selective ser
vice headquarters 34 "essential'
activities including ; communica
tions. Since then, selective service
explained, war manpower 7 com- i
mission, has been breaking these r
activities down into critical oc
cupations which were in turn
transmitted to local draft boards.

guidance of boards as selective
service could not direct the defer
ment of any . special groups of

To' obtain deferment the regis
trans would have to prove to his
local board bis activity Is essen
tial to the functioning of the ac
tivity and that he was not re
placeable at the time.
The deferment then might be ,
granted so the employed could
train another employe but the de
ferment would - not exceed six
months at one time. The deferment
might be renewed if necessary.
