appointed Stanford university football coach, hopes for two
things: .
- 1 To stick: with the 'TV formation so popularized tinder

"If the government Is for
football, let's get 'em la there
and let 'cm play freshmen
and an, I think It's a lot more
i important to allow eligible sta
denta to play than It b to stick
by a bunch of outmoded rales.
"Under the speed-up education
program it may mean a boy will
not be able to play more than
one or two years of varsity ball
if the frosh rule stands as it is
now. So let them play. The ques
tion of .whether a boy will be
good enough or mature enough
depends mostly on the individual
anyway. And if a boy of frosh age
Is deemed fit for military service,
be certainly should be fit enough
f or f ootbalL"
- Lawson also reviewed Stan
ford's 1942 football prospects.
"Well be strong at the guards
and tackles. We lost our two
regular ends and our regular
center. We face a lot of work
with our7 backs, as we lost
Frankle Albert and Pete Kme
tovie. "Center and quarterback are
two of the key spots in T forma
tion play, and I will be fortunate
to have Albert to help me this
spring with the backs, and to
have Center Vic Lindskog help
with the line.
"Albert may not be around by
fall, however, as. he's due to en
ter the navy as soon as he grad
uates. Lindskog is married and
has a child, and -may get a defer
ment "We have Stamm and Banducci
back at tackles, and Taylor and
LePadre at guards. Whether La
Prade moves to center, where he
. originally played, depends on the
status of Jack Francis, substitute
. guard, who may go into the army.
"In the backfield well have
Armstrong, Vucinich, Fawcett,
SheUer, Hanunett and Cole. The
latter two are quarterbacks.
We have a good prospect from
the frosh In Halfback Jim Pettit
of Portland who was an Oregon
prep sprinting champion."

Coaches Propose
New Hoop Rules
NEW ORLEANS, La., March 21
(A)-Two major changes in col
lege basketball rules were pro
posed Saturday by , the National
Basketball Coaches' association.
To be considered here Sunday
and Monday by the association's
rules committee, the projected
changes are:
L That a player legally In the
game at the start of an ever
time period will be permitted
five personal fouls before dis
qualification. 2. That time out will be
called for held balls and official
playing time resumed concur
rently with the top-off.
It was generally agreed by the
coaches that the latter innova
tion, if accepted, would save up
to five minutes playing time in a
single contest

LEBANON The 1942 baseball
season will be formally opened
here Monday afternoon when
Sweet Home high tangles with
Coach Roy - Helser's Lebanon
Warriors on the high school dia

While Helser's lineup will have
several veterans,' a new pitcher
will be In the box. Only Joe Man
gold has had any mound exper
ience, and he was in relief roles
last season.
According to Helser, the 25 boys
who have been turning out for the
team will be organized Into two
units, the second team to play
scrimmages only with the Varsity
nine, thereby giving all the boys
a chance to play.

Bureau Moves East
SEATTLE, March 21-)-The
American Football Statistical bu
reau is heading east
Homer F. Cooke, jr., executive
secretary of the bureau, an
nounced . Saturday the bureau's
quarters would be established in
New York City in May, and that
offices would be set up in Chica
go in August for the duration of
the 1942 football season.
Cooke said he believed trans
fer of the bureau to a centralized
location in Chicago would "speed
our service by at least 24 hours."

Imposition of Heavy Penalties
Practices of Levying Costs Are
Criticized by State Treasurer
Lack of uniformity in the practice of many justice courts in
imposing fines and costs in cases involving motor vehicle and
traffic law violations, was criticized by State Treasurer Leslie
M. Scott in a statement released here Saiaxday.---W,--lc::'--t

ments to the counties of their one
half share of fine moneys. .

Scott said the uniform charge
for costs in counties, in which the
justices are on fixed salaries is
$4.50. In cases in which the state
police officers make the arrests,
he added,. the result of applying
all of the receipts in settlement
of costs or of suspending fines in
consideration of the payment only
of cost bills amounts to placing
the justices on the payroll of the
State in particular cases. . v -
This certainly is not a prof
itable business when consider
ation is given to the fact that
the state pays the salaries and
expenses 'of the officer and fur
nishes his transportation, uni
form and arms,' Scott eon
tinned. -
"It is difficult to understand
why a traffic law offender who
has committed only p minor in
fraction .of the traffic laws should
be compelled to. pay excessive
costs to subsidize a justice court
but pay little of no fine," Scott
averred. He said that in view of
the constitutional provision that
penalties be proportionate to the
offense there was some question
whether such excessive costs
could be sustained.
"It is regrettable that some jus
tices of the peace, through their
practices, invoke disfavor upon
justices of the .peace generally,
through apparently selfish and
oppressive charges," Scott said.
"In cases in which the defend
ants plead guilty it is difficult to
harmonize the payment of costs
of $8 in one county and of $2.50
to $4.50 for a like offense in an
other county," Scott concluded.
