Leaders at the best pushed up fractions to a point or so. In the majority of cases advances were converted into declines at the last with a few weak members of 8 to 5. The Associated Press average of 60 stocks was off .5 of a point at 8S.S, a new bottom since April 1, 1938. Tax offerings in low- priced issues of 1000 to 10,000 share blocks were largely respon sible for the day's turnover of 1,459,065 shares which compared jvith 1,269,869 last Friday. US Rubber preferred fell 5 points and the common was off as the shortage of crude rubber due to the Pacific conflict threat ened normal output in this field American Can was off 3 as im ports of tin were expected to diminish. Prominent on the offside were American Telephone, US Steel, Chrysler, Goodyear, Goodrich, Montgomery Ward, Douglas Air craft, Glenn Martin, Kennecott, Standard Oil (NJ), Texas Co., Westinghouse, Allied Chemical, Johns-Manville, Eastman Kodak and Philip Morris. Experience of the present war shows the horse and mule still es sential for a variety of uses in modern armies. Germany has thus far employed something like million, Japan has used large numbers in China and Russia cur rently is winning large scale sue cesses with mounted units or units otherwise employing horses. In domestic life of the near fu ture horses may be most vital, Curtailment of production of pow er driven farm machinery and transportation, restrictions on use of various fuels or lubricants, ae tual shortages of certain essen tials, greater demand on agricul ture and similar conditions pres ent or possibly imminent, make future and greater importance of the horse likely. Every horse and mule owner is requested to forward at once to Robert E. Rieder, county agent, the following information con cerning each horse or mule he owns: Age, sex, color, whether riding or draft type, whether broken or unbroken and whether or not nee essary for owner's own use. It is requested all animals be regis tered by January 10, 1942. It is desired to emphasize that this is not a draft of animal re sources and that it seems most un likely this will ever be necessary, When horses or mules are needed they will be purchased. Cash wheat (bid): Soft white. 96 '4 Tax Official Predicts No Property Levy Prediction that Oregon would not need to levy property taxes for either general or special pur poses for the fiscal year begin ning July 1, 1942, was voiced here recently by Charles V. Galloway, chairman of the state tax commission. Galloway expressed this be lief la explaining the commis sion's levy, to be-filed on Mon day, for the half year ending next Jane SO. The half year levy will amount to $4432,300.77 under the t per cent limitation, all to be met from Income tax receipts. The commission said the state's requirements lor we nail year actually would be $5,140,168.05. The $807,868.18 difference be tween the legal levy and these requirements will be merely i book deficit and one that lnheri tance tax and similar receipts will wipe out, Galloway said.
