But the history of the Salem
airport goes back more than eight
months, more than the 12 years to

now West Salem justice of the
peace, barnstormed around this
area in the "Webfootf"
Cook, fresh out of the 5th
pursuit squadron with six
months of flying small army
pursuit ships in France and at
least one crackup "over there"
behind him, was pilot for R. O.
Snelllng, P. E. Fullerton and
Commercial Club I Secretary
McCroskey, who had Invested in
an OX-5, an army training
plane, more popularly known as
a "Jenny." But to valley resi
dents the plane, so different
from the French-made "Spads"
he had flown that Cook had to
"learn to. fly all over again,"
was always the "Webfoot."
First Field Located
With the exception of a plane
exhibited here in 1914 by a visit
ing Frenchman and one con
structed sometime between 1912
and 1914 by a man named ScovUle
on the Wallace road no one ever

Civil aeronautics board engineers went to work less than 11
months ago to design Salem's airport runway system
and arrived at a plan closely approximating one sketched
11 years ago by Lee U. Eyerly, one of the city's early
fliers who, although his aircraft factory has turned carni
val "ride" manufacturing plant, continues to be a leader in
local aviation development. How Eyerly's conception of
what Salem's then year-old airport (in 1930) should be
and today's CAA plan compare is shown by Eyerly's draw
ing above and the insert (lower right) of the official layout.
Heavy black lines in the insert indicate runways and taxi
strips now in use, light lines future runways on which con
struction is expected to begin soon. New administration
building now being designed will rise this winter on approxi
mately the location shown in Eyerly's plan.

airplanes in operation.
So, in 1929 the American Le
gion backed a measure and per
suaded the city fathers to in
vest in the field around which
today's airport has grown up.
"And you can give the Ameri
can Legion credit for securing
the field and for fighting its
battles in later years," declares
Eyerly.
