treasury Thursday wiped

all its fatore issues of securi
ties from $25 baby bonds te

notes and bonds and prepared
to issue about $2,000,606,006 of
new taxable securities within
the next two months.
Less than Z4 hoars after
President Roosevelt signed an
act raising the federal debt
limit from $49,000,006,006 to
$65,000,000,006 and giving the
treasury discretionary author
ity to seU taxable securities,
Secretary Morgenthan told re
porters ef the new program.
In announcing that these se
curities would be taxable, Mer
genthaa said also that an baby
bonds sold te the public after
March 1 would also be subject to
taxation. Income from the se
curities wil Inot however, be
subject to state income taxes.
The secretary told a press
conference he was still working
on plans for a large-scale sale
of savings stamps and other se
curities to raise money for de
fense. Congress has been asked
for 13,600,060 for pubUcity and
